About this file
This document is vendor information guidance for the Texas Department of Public Safety (DPS) Online Bid Room, which serves as an optional electronic submission platform for state solicitation responses. The document outlines the two-step registration and access process for vendors interested in responding to DPS solicitations. Prospective bidders must first register as vendors at the DPS Online Bid Room portal, which requires up to two business days to receive login credentials via email. Once registered, vendors gain access to review solicitation opportunities and submit electronic responses. The document emphasizes that vendors must allow adequate time for the registration process to meet solicitation response deadlines, as late submissions are not accepted regardless of technical difficulties encountered during the electronic submission process.
The document provides access to supporting resources including the Online Bid Room Vendor Tutorial, Vendor User Guide, Frequently Asked Questions, and direct contact information for DPS Online Bid Room Vendor Support. Vendors are directed to review the complete solicitation package, including all exhibits, and to address any questions to the DPS point of contact identified within the solicitation. The document clarifies that use of the DPS Online Bid Room is optional and subject to all terms and conditions specified in the solicitation package, and that submission confirmation received through the online system constitutes sufficient proof of receipt without requiring additional confirmation. Technical difficulties or optional platform usage do not constitute valid grounds for protesting contract awards.
