This is an ESBD (Historically Underutilized Business) certification document related to a Texas state and local contract opportunity (IW247216). The document serves as official certification supporting a bidder's participation in state and local procurement processes in Texas. The file contains verification of the bidder's ESBD status, which qualifies the business for set-aside contract opportunities and may provide preferences in competitive bidding situations. While specific contract details regarding products, services, quantities, response dates, due dates, site visits, bidder meetings, award dates, and contract terms are not detailed within this certification document itself, the ESBD designation enables the certified business to compete for designated procurement opportunities within Texas.

The ESBD certification establishes the bidder's eligibility for Texas state and local contract set-asides reserved for historically underutilized businesses. This certification status may provide competitive advantages in procurement processes and could impact pricing terms through preferential scoring or reserved contract opportunities. The document functions as supporting documentation for contract proposal submissions and helps ensure compliance with Texas procurement policies related to small business utilization and diversity requirements. Additional contract-specific details regarding pricing, funding sources, incumbent information, and other financial terms would be contained in the individual solicitation documents rather than in this certification file.
