About this file

This Addendum No. 2, issued by the Texas A&M Forest Service Purchasing Department on April 20, 2026, provides clarifications and corrections to Invitation for Bid (IFB-26-006) for the Carthage Office Ceiling Replacement project. The addendum confirms that no bid bond is required, but a Payment Bond is required for projects over $25,000 and a Performance Bond is required for projects exceeding $100,000. The scope clarifies that 25 lights will be replaced (not 28 as initially counted), with existing restroom fixtures to be reused. The project will be conducted in multiple phases at the contractor's discretion, with work limited to Monday through Friday, 8:00 a.m. to 5:00 p.m., and the building remaining occupied during construction. Key specifications include installation of Copper 12"x48" LED surface mount light fixtures (Model 4WNLED-LD4-4OSL-F-UNV-L840-CD1-U), attachment of new sheetrock to 1x4 strips using 2-inch drywall screws over 24-inch on-center ceiling joists, installation of 1.5-foot wood cove molding, and replacement of an attic access door with an energy-efficient, paint-grade model featuring a foldable aluminum ladder with handrail. The addendum specifies that Texas A&M Forest Service will handle furniture relocation, personal item removal, WIFI box removal and reinstallation, and material staging behind the building with dumpster placement between two gates.

The addendum confirms that no Davis Bacon wages, certified payroll, or Affirmative Action Compliance Program submission is required, and that standard 60-day payment terms apply rather than a 12-month blanket purchase order. Veteran HUB requirements apply only if the contract exceeds $100,000. Contractors are responsible for damaged HVAC vents and exhaust fans during removal and reinstallation, with any ceiling joist repairs requiring approval and contract amendment. Wall paint touch-up due to cove molding removal will require color matching to existing walls. The document includes blank Performance Bond and Payment Bond templates compliant with Texas Government Code Section 2253.021, requiring completion and submission with the bid. Bidders must return the signed and dated addendum either with their IFB submittal or by fax to 979-458-7387 to avoid disqualification.
