About this file

This is Addendum 2 to an Invitation to Bid (ITB No. 724-2611-JBT) issued by the University of Texas at El Paso's Department of Purchasing and General Services for HVAC filters to supply campus facilities. The addendum, dated April 9, 2026, addresses 29 clarifying questions and responses regarding filter specifications, quantities, and submission requirements. The procurement includes pleated pre-filters (high-capacity only), metal box filters (MERV 13 rated, now specified as plastic boxes rather than metal), and bag filters (MERV 10 rated). Specific quantities are listed in Attachment A and represent total quantities to be purchased rather than estimates. Bidders must provide samples of both high-capacity and standard-capacity pleated filters as well as box filters in 24x24x6 and 12x24x6 dimensions, with samples to be delivered to 3120 Sun Bowl Dr, Physical Plant Complex A, El Paso, Texas 79968-0537 by the submittal deadline. The bid submission deadline is April 17, 2026. The University will make a single all-or-none award with no partial or line-item awards considered.

Pricing must include freight and delivery costs to the Central Receiving location as a separate line item. Equivalent products meeting specified MERV ratings and performance characteristics will be accepted, provided they are comparable to the Puracell II P & PH series referenced in the specifications. Payments will be made incrementally based on each shipment and corresponding invoice rather than as a lump sum. Delivery scheduling for the two staged shipments will be coordinated post-award with flexibility available for adjustments based on operational needs. The addendum clarifies critical specification discrepancies from the original bid documents, including confirming that box filters must be MERV 13 rated while bag filters must be MERV 10 rated, and that 24x24x12 bag filters must contain a minimum of 10 pockets. Bidders are required to electronically acknowledge receipt of this addendum in their proposal submission, or their proposals will not be considered.

ADDENDUM 2

DATE: April 9, 2026

REFERENCE: The University of Texas at El Paso Request for Proposal: ITB No.: 724-2611-JBT

Please note the following additions, revisions, clarifications, corrections and/or deletions have been made to the above referenced Request for Proposal.

Responses to Questions.

Question University Response

It is our experience that even though your specification states high-capacity Pleated Pre Filters, many bidders will submit pricing for standard-capacity filters making it difficult for you to compare value. Therefore, we are submitting the following questions:

a) Since the product specification for Pleated Pre Filters is for high-capacity filters, but the Attachment A pricing spreadsheet could be misunderstood to be standard-capacity filters, should we provide pricing for both options so you can compare the relative value of competitive offers?

Yes, provide both options.

b) Should we provide samples of both high-capacity and standard-capacity filters so you can compare the pleat count per linear foot for each product?

Just for the high-capacity filters.

Can you please confirm that the description for Line 13 on Attachment A should say “METAL BOX FILTERS – SINGLE HEADER …” for the 24x24x6 Header filters with quantity 175?

The metal boxes are now plastic boxes.

Can you please confirm that the description for Line 15 on Attachment A should say “METAL BOX FILTERS – BOX TYPE (AKA NO HEADER) …” for the 12x24x12 No Header filters with quantity 10?

The metal boxes are now plastic boxes.

Can you confirm whether bidders should provide pricing for MERV13 Box filters or 95% Efficiency Box filters (typically MERV14/15)?

Pricing for MERV 13 only.

Can you confirm that bidders should provide pricing for 95% Efficiency Bag filters (MERV15) rather than lower efficiency MERV10 Bag filters?

Pricing for MERV 13 only.

Bag Filter Pocket Count: Attachment A lists "12 Pocket Bag Filters" in 24x24x12 and "6 Pocket Bag Filters" in 12x24x12. Most manufacturers produce these sizes in 6, 8, or 10 pocket configurations. Will the University accept an equivalent bag filter with a different pocket count (such as 10-pocket in 24x24x12) provided it meets or exceeds the MERV rating and fits the existing housing?

Minimum 10 pockets on 24x24x12

Bag Filter Efficiency Clarification: The bag filters are listed as "95% EFF MERV 10." A MERV 10 rating corresponds to approximately 50-65% efficiency on 1.0-

3.0 micron particles, while 95% efficiency aligns with MERV 14 or higher. Should bidders price to the MERV 10 rating or to the 95% efficiency standard?

Bag filters MERV 10

Equivalent Products - Can the University confirm that equivalent HVAC filter products meeting the specified MERV ratings, dimensions, and performance characteristics (e.g., comparable to Puracell II P & PH series) will be accepted?

Yes, equivalent products can be accepted.

RFP No.: 724-2611-JBT

Award Structure - Will the University make a single all-or-none award, or will line-item or partial awards be considered?

Single all-or-no award

Delivery Schedule - The specifications indicate two staged shipments. Can the University confirm whether delivery timing will be coordinated post-award based on operational needs, and if any flexibility exists in shipment scheduling?

University will confirm after the award, flexibility can be discussed.

Quantities - Are the quantities listed in Attachment A intended to represent estimated usage only, and is there any minimum purchase commitment?

These are the quantities intended to purchase.

Freight and Delivery Costs - Should all pricing submitted include freight and delivery to the Central Receiving location, or will freight be handled separately?

Yes, include freight and delivery in a separate line.

Sample Submission Requirements - For the required samples (24x24x6 and 12x24x6 MERV 13 filters), please confirm:

Yes, 17 a) Delivery location for samples 3120 Sun Bowl Dr, Physical Plant Complex A, El Paso, TX 79968-0537

18 b) Required submission timeline (prior to award vs. post-award evaluation) Please provide samples by the Submittal Deadline

The box filters are marked as M13 and pocket filters are marked as M10.

However, both also indicate 95% efficiency, which is equal to M14/15. Could you please clarify whether we should quote items that match the Merv rating, or should they all be 95% efficiency?

box filters are M13, pocket filters

MERV10

20 For the items shown below -

a) METAL BOX FILTERS- BOX TYPE (AKA NO HEADER) 95% EFF MERV 13 - 24x24x6 Header - 175

b) METAL BOX FILTERS- BOX TYPE (AKA NO HEADER) 95% EFF MERV 13 - 24x24x12 No Header-49

c) METAL BOX FILTERS- SINGLE HEADER 95% EFF MERV 13 - 12x24x12 No Header - 10

These are plastic boxes instead of metal. MERV13 a1) The description for the 24x24x6 filter indicates Box Type/No Header, but the size says "24x24x6 Header" - please confirm whether this item should have a Header or not.

Header b1) The description for the 12x24x12 filter indicates Single Header, but the size says "12x24x12 No Header" - please confirm whether this item should have a Header or not.

We use single header and a non-header for this size

Do the quantities on the Price Sheet represent a single shipment or the total number of filters needed?

Total number of filters needed.

Could you please confirm whether you are only seeking samples for the box filters? In previous years, a pleated filter sample was requested via addendum but was not mentioned in the bid document, so we would like to verify this requirement.

Both box and pleated.

Will payments be made incrementally based on each shipment and corresponding invoice, or

Payments will be done increments based on shipment and corresponding invoice

29 Will the total contract amount be invoiced and paid as a lump sum upon award? No
