About this file

This document is a Responses to Proposers' Questions and Amendment to the Request for Proposals issued by the Texas Department of Licensing and Regulation (TDLR) for Internal Audit Services RFP No. 452-2026-0005. The Q&R document addresses 42 written questions submitted by prospective proposers regarding scope, requirements, and expectations for the internal audit services contract. Key timeline information includes a pre-proposal conference held on April 16, 2026, with written questions due by April 23, 2026 at 4:00 p.m., and proposal submissions due by May 21, 2026. The Apparent Successful Proposer is anticipated to be announced on or before July 7, 2026. The contract term runs from September 1, 2026, through August 31, 2027, with TDLR retaining renewal options for up to three additional one-year periods. The successful proposer shall develop an annual audit plan identifying individual audits to be conducted during the next fiscal year for approval by the Commission, with the scope potentially including Texas Lottery operations and broader TDLR agency functions.

The estimated annual internal audit budget is $458,720, with proposers responsible for providing their own audit technology and dashboards. An incumbent vendor currently provides these services. Proposers must demonstrate financial soundness through audited financial statements, tax returns, or other acceptable proof of financial assurance. All members of the proposed engagement team providing internal audit services must hold CPA or CIA certification with a minimum of three years of auditing experience. The Apparent Successful Proposer may be required to complete background investigation forms, including the Vendor Background Investigation Form, Certified List of Vendor Principals Form, and Vendor Employee Background Investigation List, within ten working days of announcement. Amendment No. 1 to the RFP updates Section 4.7 regarding background investigations, replacing references to "Texas Lottery" with "Texas Department of Licensing and Regulation" to clarify that background investigation requirements apply to the broader agency rather than exclusively to lottery operations.
