RFP evaluation will be based on cost (30 percent), probable quality of services (30 percent), past performance and qualifications (40 percent), and good faith effort in Historically Underutilized Business (HUB) subcontracting. All proposers must comply with a HUB participation goal of 23.70% for professional services contracts and submit a completed HUB Subcontracting Plan as a pass/fail requirement. Insurance requirements include commercial general liability ($1,000,000), professional liability/errors and omissions ($1,000,000), workers' compensation per statute, and business automobile coverage ($1,000,000 combined single limit), with a $50,000 performance bond required within 15 days of contract execution. Proposers must submit separate cost and technical proposals with pricing presented as hourly rates by staff position title, provide evidence of financial soundness, professional licenses and certifications, background investigation compliance, five verifiable references, and disclosure of any material litigation. No incumbent vendor, budget range, or award value was specified in the procurement documentation.
