About this file
This addendum to RFP No. 304T-26-975M4.1 issued by the State of Texas Comptroller of Public Accounts Statewide Procurement Division on behalf of the Texas Division of Emergency Management modifies submission deadlines and provides clarification on key operational questions for the Emergency Ground Support Equipment Rental services contract. The addendum extends the HUB Subcontracting Plan courtesy review submission deadline from April 10, 2026, to April 18, 2026. The document addresses six substantive questions regarding logistics, delivery requirements, billing procedures, and subcontracting practices relevant to the broader procurement of heavy equipment rentals, generators, light towers, HVAC units, pumps, dumpsters, and hygiene equipment on a contingency basis.
The addendum clarifies critical operational parameters for respondents: equipment delivery will be made directly to end-user locations as requested on customer purchase orders with typically immediate delivery timelines; no centralized Logistical Staging Area will be established by the State; contractors may utilize third-party subcontractors to supplement inventory, though evaluation will be based on Texas-owned inventory only; and billing begins upon equipment delivery and ends at demobilization. Additionally, the addendum confirms that the Texas Historically Underutilized Business (HUB) program has been replaced by VetHUB, which is exclusively for service-disabled veteran-owned businesses, and all references to HUB in the RFP now refer to the VetHUB program. Respondents must acknowledge receipt of this addendum by signature and return it with their proposal response, with failure to do so potentially resulting in disqualification.

Question No.
Question Answer
Will the State establish a centralized Logistical Staging Area (LSA) for equipment delivery?
