About this file

This is an Attachment F evaluation document for RFP No. 304T-26-975M4.1 issued by the State of Texas for Emergency Ground Support Equipment Rentals. The solicitation requests respondents to provide various rental equipment types including forklifts, pallet jacks, trash pumps, light towers, generators, HVACs, hand wash stations, portable toilets, shower facilities, and laundry services. Respondents offering roll-off dumpsters may also bid on that category separately. The RFP requires documentation demonstrating capability to meet Texas's rental equipment needs, including equipment dispatch history since 2018, operational size and scope, number of Texas locations, current inventory quantities for each equipment type, and ability to deliver equipment within 24 hours of order receipt in the disaster region. The document also requires information on available equipment delivery drivers both on staff and through subcontracting partnerships.

The evaluation criteria allocate 70 total points across three sections: Section A (Proof of Ability to Meet State Rental Equipment Needs) accounts for 85 percent of available points and Section B (Qualifications of Respondent's Liaison) accounts for 15 percent of available points. Section C applies only to respondents providing roll-off dumpsters and is evaluated independently. For roll-off dumpster services, respondents must demonstrate current Texas inventory of roll-off trucks, capacity to dispatch within 24 hours, documented experience providing waste removal services during declared disasters, and internal procedures to prevent fleet immobilization during weather events. All respondents must provide detailed information regarding their liaison personnel, including contact information, experience in the rental equipment industry, and experience coordinating responses to natural disasters and emergency situations, with qualifications aligned to contractor personnel requirements outlined in Part A, Section A.8.2 of the RFP.
