About this file
This is an Addendum 1 document for Request for Qualifications (RFQ) #0008505 issued by the Texas Facilities Commission for Architect/Engineer (A/E) services. The procurement seeks comprehensive design services for the Texas Southern University School of Law facility in Houston, Harris County, covering site planning, utilities design, site development, and full architectural and engineering design and documentation for a new approximately 235,000 to 250,000 gross square feet, four-story facility. The project encompasses four distinct phases: Schematic Design, Design Development, Construction Documents, and Construction Administration, with an anticipated project timeline of approximately 1,380 calendar days including construction. Design services must commence within fourteen calendar days of the Notice to Proceed. Respondents must submit qualifications by Tuesday, May 5, 2026 at 3:00 PM through the Texas Facilities Commission's OpenGov eProcurement Portal. Mandatory attendance is required at pre-submittal teleconferences scheduled for either April 21, 2026 at 2:00 PM or April 22, 2026 at 10:00 AM, with an optional site visit available on April 23, 2026 at 10:00 AM. Short-listed firms will be notified by Friday, May 15, 2026, with interviews scheduled for Tuesday, May 26, 2026, and contract award anticipated by Thursday, June 18, 2026, with contract execution targeted for Tuesday, June 30, 2026.
This procurement includes a Historically Underutilized Business (HUB) set-aside designation with a goal of 23.7 percent for A/E services, governed by Texas Government Code Chapter 2161. All respondents with anticipated subcontracting opportunities must submit a completed HUB Subcontracting Plan (HSP) with their proposal; bidders whose HUB subcontracting percentage meets or exceeds the agency goal complete Method A documentation, while those falling below the goal must complete Method B, which requires notification to at least three Texas-certified HUBs and two or more trade organizations at least seven working days prior to bid submission. The project budget totals $193 million, with a construction budget of $129 million and estimated construction costs between $185,000,000 and $200,000,000. Contract funding is contingent upon continued availability of state appropriations, with termination provisions applicable if funding becomes unavailable. The Owner's Representative for Project Management services is Broaddus and Associates, with the Texas Facilities Commission providing or contracting third-party firms for specialized services including Testing, Adjusting and Balancing, Registered Accessibility Specialist review, Commissioning Authority services, and Construction Materials Testing. Architectural firms Treanor and KPF, who completed preliminary renderings and facility need studies, are eligible to respond as they did not receive compensation for work incorporated into the procurement document.

# QUESTION RESPONSE
1 What is the HUB Goal % for this project? The goal for AE services is 23.7% as stated on page 16 of the RFQ solicitation document.
2 Page 5 of the RFQ defines a HUB based on the current Texas Administrative Code which seems to include firms owned by Black Americans, Hispanic Americans, Asian Americans, women, and disabled veterans. On December 2025, the state comptroller announced that businesses previously certified by the Comptroller of Public Accounts as HUBs based on race, ethnicity or sex will no longer qualify under the new rules unless they demonstrate ownership and control by a service-disabled veteran. Can you confirm what the ownership requirements are for the HUB program specific to this RFQ?
The language complies with Texas Government Code Chapter 2161. The HUB requirements and processes for our office remain consistent with the statutory language.
3 Please confirm the total project budget for the project.
The total project budget is $193M
4 The POR includes renderings completed by the architectural firms Treanor and KPF but does not list these firms as contributing consultants to the POR. Can you describe the role that these firms played in the formation of the POR? Also, can you confirm whether these firms are eligible to respond to this RFQ or if they are precluded?
Treanor and KPF completed a study making the case for the need for a new facility. The study pointed out key building deficiencies of the current law building, current legal education trends, and benchmarks against peer institutions. The renderings were examples for what the new facility could look like and are being reused from another service for the POR. The firms did not receive any compensation for the POR being used for this solicitation and are eligible to respond to this RFQ.
5 Please confirm time of pre-submittal meeting on 4/21. Page 11 #1 states 2:00, Pg 11, #2 states 10:00.
Confirmed. Dates and times are correct. 4/21 - 2pm, 4/22 - 10am, central time
6 Please confirm the total construction budget for the project.
The total construction budget is $129M
7 Paragraph 3.B.3.a. ask that responders identify five
(5) most relevant past completed Projects similar in size and scope to the Project requested in this RFQ.
There is no time limitation listed for these 5 projects. Paragraphs b and c on the same page states “For these five (5) most relevant Projects completed within the last five years…” Please confirm if there is a time limit requirement for the 5 projects requested in paragraph 3.B.3.a.
