About this file
This is Amendment No. 1 to Invitation for Bid (IW) 240068 issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for the procurement of cotton mop yarn materials for internal production within TDCJ facilities. The amendment provides clarifications to bidder inquiries regarding product specifications, delivery expectations, and inspection criteria. The bid opening date is March 31, 2026, at 3:00 PM. Key clarifications include confirmation that the mop yarn is designated for internal and state use only, that "25 Ends" specifies the number of yarn ends to be pulled from an unraveled spool, and that bidders should expect full quantity delivery within the standard 14-day timeframe unless otherwise specified in their bid submission. The TDCJ prefers materials to be shipped all at once, with payment issued 30 days after full material acceptance per NET-30 payment policies.
Inspection and acceptance of materials occur upon delivery, with rejection criteria including incorrect specifications (such as single-end yarn instead of 25-end), material damage during transport, mold, or materials deemed unusable. The previous unit price for this material was $1.39. All bidders must acknowledge receipt of this amendment in their bid submission to receive consideration. Bids must remain firm for 30 days from the bid opening date and be quoted at F.O.B. destination with freight prepaid unless otherwise stated. Bidders are required to provide their Texas Identification Number (T.I.N.S.) and Federal Employer Identification Number (EIN), comply with all statutory certifications including E-Verify requirements, and maintain direct deposit accounts for payment processing.

Question
Answer
1 We understand these materials are used in production. Could you clarify whether the finished mops are intended solely for internal institutional use within TDCJ facilities, or if any portion is produced for external distribution or resale?
This will help ensure alignment with appropriate durability and cost assumptions in our sourcing.
The mop yarn will be for internal and State use.
2 While we are familiar with most terms in the Jan-San industry, the Cotton Mop Yarn term in the solicitation after 1.00 8 Ply “25 Ends” is not completely clear to
us. Please clarify what this term means from TDCJ’s perspective.
"25 Ends" specifies the amount of yarn ends that would be pulled. For example, if you were to grab the unraveled end of the yarn spool, there should be twenty-five yarn ends in your hand.
3 Delivery Timeline Expectation Per the Terms and Conditions, if delivery time is not specified, a 14-day delivery is assumed. Could you confirm whether delivery of the full quantities is expected within 14 days, or if longer lead times are acceptable when clearly stated in the bid?
The TDCJ prefers that the raw materials be shipped all at once as the material will not be paid for, until thirty days after all the material has been accepted per our NET-30 policies.
4 Inspection & Acceptance Criteria Could you clarify the inspection and acceptance process upon delivery (e.g., sampling vs. full inspection) and any thresholds that would result in rejection?
Inspection of the material is completed upon delivery. Factors that would result in rejection would be if the material is incorrect, instead of twenty-five end it is single end, or if the material is damaged or unusable.
For example, if the material is molded or completely damaged in transport.
