About this file

This is an Addendum to a Solicitation Q&A document for the State of Texas Health and Human Services Commission (HHSC) related to Solicitation Number HHS0017073 for Interpreter Training Services for Certified and Non-Certified Interpreters for Persons Who Are Deaf or Hard of Hearing. The solicitation welcomes all bidders who meet minimum qualifications and can perform the requested services, including university programs and independent certified interpreter individuals. Training can be conducted online using accessible platforms such as GoTo Webinar, Zoom, or Microsoft Teams, or in-person at venues in Austin, Dallas, Houston, San Antonio, or other cities proposed by contractors. The training must be completed by August 31, 2026, and can be scheduled during the summer months of June, July, or August.

The addendum addresses vendor questions regarding bidder eligibility, webinar access, platform requirements, and training timeline. Information from the vendor conference webinar was made available for those unable to attend in real-time. The solicitation demonstrates flexibility in delivery methods and locations, allowing contractors to propose alternative in-person venues beyond the four initially listed Texas cities. No specific pricing terms, set-asides, or funding amounts are detailed in this Q&A addendum document.

Addendum No. 1 - Solicitation Q&A

Solicitation Title: Interpreter Training Services for Certified and Non-Certified Interpreters for Persons Who Are Deaf or Hard of Hearing

Solicitation Number: HHS0017073

# Reference (If Applicable) Question Response

1.

Is a university program eligible to be considered a bidder, or would the interpreter-certified individuals be independent bidders? If the former, would the university be eligible to contract with area agencies to provide services?

All bidders who meet the minimum qualifications and are able to perform the requested services are welcome to submit a bid.

2.

If a webinar vendor is unable to register or attend this conference webinar, will it be archived or offered at a different time? Some information was required for access to the webinar, which I do not have access during spring break.

Please see HHS0017073 Vendor Conference for all information given during the vendor conference webinar.

3.

Is there a specific online platform required for training? Are there considerations for options for in-person venues other than Austin, TX, Dallas, TX, Houston, TX, or San Antonio, TX?

Contractor can choose an accessible platform such as GoTo Webinar, Zoom, or Microsoft Teams. HHSC is open to accepting bids that propose hosting training in cities other than those listed in the IFB.
