About this file
This is a Scope of Work document for the Texas Department of Criminal Justice (TDCJ) LeBlanc Unit for the replacement of four outdoor packaged HVAC units serving the Education Building. The project involves providing four new rooftop air conditioning units to replace existing systems, with all equipment and materials supplied by the vendor. The vendor is responsible for supplying the units, ensuring they meet or exceed the performance of existing systems, providing all ductwork modifications, installing duct smoke detectors and fire stats, verifying dimensions of the existing installation, and connecting new equipment to existing supply and return air duct systems. The work also includes electrical connections, gas utility connections, condensate drain installation, temperature sensor installation, and startup verification. A minimum two-year warranty covering all parts, labor, and refrigerant is required, with a minimum five-year warranty on compressors. The project specifications reference MWR #07620004 and include detailed technical requirements across multiple specification sections covering mechanical, electrical, and HVAC systems.
The vendor must provide all submittals with the bid, including product data, equipment specifications, and documentation confirming compliance with solicitation requirements. Units must be 100 percent run tested before shipping and shall be factory-assembled with complete factory wiring, piping, refrigerant charge (R-410A), and dual refrigerant circuits. The units must have an EER of 10.5 or greater and IEER of 12.0 or greater, meet ANSI/ASHRAE standards, and comply with all federal, state, and local codes including the National Electrical Code, Life Safety Code, and TDCJ policies. A factory-trained representative must witness startup and provide training to onsite personnel. The project includes comprehensive specifications for ductwork (requiring double-wall construction with R-8 external insulation and R-2 attic insulation), gas piping, electrical work, and various HVAC components including iWave-C commercial air cleaners and remote temperature sensors. Testing and balancing by a certified entity (AABC or NEBB) is required prior to system acceptance.
