About this file
This is an Addendum I to RFP 2026-002 issued by Workforce Solutions Alamo (WSA), a workforce development organization in San Antonio, Texas, regarding the procurement of Program Monitoring Services. The addendum addresses questions submitted during the RFP process and clarifies key aspects of the engagement. The successful vendor will develop an annual monitoring plan in coordination with WSA to conduct annual and follow-up reviews of subrecipients and grantees throughout the life of the engagement. The monitoring will encompass four program areas: Adult Services ($15,000,000 average grant amount), Youth Services ($7,700,000), Child Care Quality ($7,700,000), and Child Care Services ($132,000,000). While the original RFP required monitoring activities to be conducted only with Workforce Boards in Texas, WSA has determined it will waive this requirement at its discretion, provided all activities ensure compliance with Texas Workforce Commission rules and regulations. Monitoring will be conducted annually for each program, with the plan subject to updates as each year progresses.
The vendor is expected to perform most, if not all, services remotely, leveraging electronic records and files to which WSA will grant access. Should travel become necessary, WSA will reimburse all travel-related expenses in accordance with GSA per diem rates for air travel and IRS standard mileage rates for driving distance travel, with costs to be negotiated at the time the need arises. The addendum clarifies that vendors with personnel possessing extensive workforce development and WIOA program experience, even from states outside Texas, may be considered for the engagement. All other conditions of the RFA remain unchanged, and this addendum forms part of the resulting contract document.
