About this file

This is an instructional presentation document from the Texas Retirement System (TRS) outlining the VetHUB Subcontracting Plan (HSP) completion requirements for state and local contracts in Texas. The presentation provides comprehensive guidance on the Veteran Heroes United in Business (VetHUB) program, which is governed by Texas Government Code Section 2161 and applies to all contracts valued at $100,000 or more over the contract life, including any renewal options. The document clarifies that all vendors must complete an HSP form regardless of whether they plan to subcontract, and submission of the completed HSP is required with the proposal. The presentation covers scenarios where HSP completion may occur after proposal submission, such as when anticipated contract values initially believed to be below $100,000 exceed that threshold at renewal.

The document details specific requirements for HSP completion based on subcontracting arrangements: vendors must document self-performance in Section 3 if not subcontracting; those subcontracting exclusively with Texas-certified VetHUBs must complete Attachment A with VetHUB percentages and CMBL profile documentation; and those using non-VetHUB subcontractors must complete Attachment B with solicitation documentation showing contact with at least three VetHUB vendors and two trade organizations per Scope of Work, including seven-day response periods and justification for awards. Post-award compliance requires submission of a Progress Assessment Report (PAR) form with each invoice, with payment approval contingent upon TRS VetHUB Department review and reconciliation to the approved HSP. Any changes to subcontractors require HSP amendment approval from TRS prior to work commencement, with the same documentation requirements as the original HSP. Non-compliance, such as using unlisted subcontractors, results in payment suspension until resolution.

• Lists the subcontractors you are paying for that month on the PAR form

• TRS will reconcile subcontractors listed on the PAR to the subcontractors listed on HSP

• Payment of the invoice will not be approved until the PAR form is reviewed and approved by the TRS VetHUB Department

• If you have a subcontractor that is listed on the PAR that in not on the HSP – TRS will stop payment until resolved

Continued Monitoring After Award of Contract

Changes to HSP

• Once the HSP is approved, you can only subcontract with those subcontractors listed on your HSP unless your HSP is amended

• However, the HSP can be amended at any time

• An HSP amendment must be approved by TRS prior to the subcontractor doing any work

• Same documentation is required for an HSP amendment as the original HSP for each new subcontractor

• If it is discovered that you are using a subcontractor that is not on your HSP, all payment stops until this is resolved
