About this file

This is a pre-proposal conference overview document for the Teachers Retirement System (TRS) of Texas detailing the PAVES (Procurement and Vendor Exchange System) account registration and activation process for suppliers interested in bidding on state contracts. The document provides comprehensive instructions for potential bidders to register as new suppliers, locate active solicitations (RFx), participate in question-and-answer rounds, and submit proposals through the PAVES portal. Key procedural elements include accessing the TRS external website, completing new supplier registration, confirming intention to bid, and submitting proposals through designated rounds—specifically an Initial Round for proposal submissions and a Question Round for clarifications. The document emphasizes strict adherence to submission deadlines within PAVES, noting that late submissions via email will not be accepted. Acceptable file formats for proposal attachments include Word (.docx), PDF, and Excel (.xlsx) documents, with older file extensions (.doc and .xls) requiring conversion before upload.

The document further outlines post-award responsibilities and contract management procedures for selected vendors, including account activation upon contract award, team and subcontractor management through the PAVES system, deliverable tracking with associated due dates, and monthly HUB (Historically Underutilized Business) requirement compliance through submission of PAR forms. Invoice creation procedures are detailed, including the requirement for legal PDF copies of invoices and the establishment of separate PO records for each fiscal year (September through August). The system provides communication and audit functionality through dedicated tabs for vendor-contract manager interaction and establishes a framework for managing contract hierarchies, amendments, and compliance documentation throughout the contract lifecycle.
