About this file
This is Addendum 002 to the contract documents for the TDEM San Antonio Generator Project (Project No. 250620), issued by Cleary Zimmermann on February 24, 2026, on behalf of SSC Services for Education and the Texas Department of Emergency Management. The addendum modifies Section 26 00 05 of the specifications to clarify demolition and material handling procedures, specifically addressing the treatment of two existing docking stations that the owner may elect to salvage. Under the revised language, docking stations must be protected during demolition, and if the owner chooses salvage, the contractor shall plug holes, wrap units with plastic, and store them in the warehouse as directed. If the owner declines salvage, the contractor bears responsibility for standard demolition disposal. The addendum incorporates the Pre-Proposal Conference Minutes from February 11, 2026, documenting discussions regarding project constraints, including the requirement that the warehouse remain operational throughout construction and that the project achieve full completion and closeout by February 28, 2027, due to federal funding restrictions. The document includes responses to nine pre-bid questions addressing project completion dates, laydown yard availability, facility access, permit requirements, bonding, insurance, grading elevations, stair specifications, and site visit scheduling.
Key operational considerations noted in the conference minutes include that TDEM may provide four to six trailer parking locations at the northeast site corner during active construction and approximately 12–16 employee parking spaces for contractor use, with all security remaining the contractor's responsibility. The project requires only trade permits rather than a full building permit from the City of San Antonio. The design team clarified that stairs, platforms, and handrails are delegated design components tied to individual manufacturer specifications and are not included in the project manual specifications. Alternative equipment selections may necessitate rework of existing underground conduits and pads, for which change orders will not be considered. If TDEM is activated for emergency response, all construction activities must cease and full site access must be restored to TDEM operations immediately.

Changes to Specifications
1. Section 26 00 05
a. Revise paragraph 3.5. as follows:
A. General: Except for items or materials indicated to be reused, salvaged, reinstalled, or otherwise indicated to remain Owner’s property, remove demolished materials from Project site and legally dispose of them in an EPA- approved landfill. Existing docking stations (2) shall be offered to the owner for salvage at the time of demolition. Protect the docking stations during demolition. After removal, plug all holes, wrap with plastic, and store at location in the warehouse as directed by owner. If the owner decides not to salvage the docks, they will then become the contractor’s responsibility to remove as any other products of demolition.
1. Do not allow demolished materials to accumulate on-site.
2. Remove and transport debris in a manner that will prevent spillage on adjacent surfaces and areas.

Minutes of Meeting
Date: 2/11/2026
Time: 10:00-12:00 AM CST
Project: SSC/TDEM Lancer Warehouse Generator
Project No. 250620
Reported By: R. Michael Williams, PE, CZ
Attending: See attached sign in sheet
Comments:
James Tanksley opened the meeting and pointed out the forms in the project manual that need to be completed and included with the proposal for the proposal to be considered.
Introductions were made for the SSC PM team, the TDEM customer team, and the design team.
James Tanksley pointed out the delivery location for the proposal packages was at the TAMU SA SSC field office as noted in the instructions Section 00 21 00.
The Schedule for Questions, Addenda, Proposal Submittal, Review, Evaluation, and award is in Section 00 21 00 and was reviewed with attendees.
Mike Williams gave an overview of the project and the key design constraints and considerations.
It was noted that the warehouse is a working and active facility receiving product and delivering products to other warehouses. The warehouse must be available to function throughout the project. The contractor’s proposal and project approach should demonstrate how the contractor intends to execute the construction in a way that minimizes impacts to the TDEM operations.
Mike Williams pointed out that this project is tied to federal funding and needs to be fully complete and closed out by
February 28, 2027.
Mike Williams pointed out this project was contemplated during the 2022 project to upgrade the service and air conditioning the warehouse. The single line and yard layouts are based upon the underground conduits previously installed and the originally contemplated equipment including the current temporary docking station feeders and connections. Alternative equipment may require rework of the existing underground layout or pads. The site is available for review at the conclusion of the meeting for contractors to fully understand the existing conditions and associated constraints. Bidders may schedule follow-up site investigations with James Tanksley. Change orders to rework existing conditions will not be considered.
Participants visited the construction areas including: the location of the annunciator; the location of the new tenant panel and transformer for generator auxiliary power (existing similar trapezed transformer was pointed out); and the exterior utility yard area.
The owner expressed an interest in possibly retaining the existing docking stations being replaced. Mike Williams indicated that the Demolition specification will be modified in Addendum 2 per this request.
The foregoing comments convey our understanding of topics discussed. Please respond with questions, clarifications or omissions within three (3) business days.

Response / Comments
Proposal form 00 42 13 CSP Part 1 requires contractor to include proposed substantial completion date given an assumed contracto execution time.. This will be evaluated in the proposal. The owner desires the system operational at the earliest competative date. As discussed during the pre-proposal conference, this proejct is tied to Federal Funding which must be fully complete including final billing and close-our by February 28, 2027.
The intent of this project is minimal disruption to the TDEM operations. If the deliveries of materials are planned, and sequenced with construction activities, the utility yard for the generator should suffice the majority of laydown required. The warehouse is an operating facility and TDEM has agrreed to allow use of four to six trailer parking locations at the
Northeast corner of the site during periods of active on site construction only. (If the contractor is awaiting long lead equipment, TDEM operations should not be impeded with contractor laydown). The contractor should define needs in area and duration in the proposal for evaluation. Approximatley 12 16 car parking spaces south east end of the employee lot may be available to the contractor during select construction activities for contratctor employee use. If
TDEM is activated for an emergency response, construcion activities shall cease and full use of the site shall be availabe to TDEM. All security for laydown and parking shall be the contractors responsibity in accordance with 00 15 00.
Refer to 01 50 00 -- Use of existing Facilities by construstion contractors is strictly forbidden
CZ contacted CoSA DSD. DSD indicated this project did not require a full "buildinb permit".
Trade Permit only required. Addenda will clarify to include trade permits in the contrators socpe of supply.

Stairs and platforms are delegated design part of the tank/enclosure as height, length, and location will be a function of the individual manufacturers door locations and tank height.
Performance requirements are in 26 32 13.13. Division 05 and details will not be provided.
Coordinate additional site visits with James Tanksley. James.tanksley@sscserv.com Intent was for all bidders to attend the pre-proposal conference and adequate time was provided to tour the site after the meeting with the owner and engineer. SSC may provide additional site visits, but Q&A period has expired and no additional questions from site visits will be considered. As the existing conditions are constraints upon the construction, SSC has aggreed to consider additional site visits.
