About this file

This is Addendum No. 2 to the Invitation for Bids (IFB) issued by the City of San Antonio Finance Department, Procurement Division for the Las Palmas Drainage Improvements project (IFB 23-04163). The addendum addresses clarifications and modifications to the original bid documents based on questions submitted by prospective bidders through the CivCast platform. Key revisions include additions to the bid form for base bid items (104.1, 108.1, 200.1, 202.1, 203.1, 205.4), combination of Alternates 1-6 into a single Alternate 1, revisions to Plan sheets 03 and 50, and issuance of a special provision for Item 507 regarding temporary construction fencing. The addendum confirms that City of San Antonio specifications govern in cases of conflict with TxDOT or SAWS specifications, requires 4% hydrated lime treatment (20 pounds per square yard for 6-inch depth) per the geotechnical report, and clarifies that machine-laid curbs are acceptable if CoSA Specification 500 is followed. Additional items added to the bid include traffic control (Item 530.1), concrete ADA ramps (Item 502.1), and lime-treated subgrade, flex base, and Hot Mix totaling 1,492 square yards. The addendum was issued on February 17, 2026, with the bid closing scheduled for Tuesday, February 24, 2026.

The original engineer's estimate of $495,369.67 includes asphalt replacement contingency costs. Respondents are required to acknowledge receipt of Addendum No. 2 through the CivCast platform as a prerequisite for bid submission. The addendum confirms that a geotechnical report will be provided and that a detail for reinforced concrete bus pads is located on page 53 of the plan documents. All bidders must comply with City of San Antonio requirements including the Small Business Economic Development Advocacy (SBEDA) Program subcontracting requirements, the Local Preference Program Ordinance, the Veteran-Owned Small Business Preference Program, the Responsible Bidder Ordinance, and the Heat Illness Ordinance. The project requires substantial completion within 180 calendar days from contract award, and standard bonding requirements (bid bond, performance bond, and payment bond) and proof of insurance apply to all successful bidders.
