About this file
This Addendum #1 to RFP 2026-P05 addresses questions and clarifications for the Hays County Purchasing Office's Request for Proposal for pre-event disaster recovery and debris removal services covering all unincorporated areas of Hays County (approximately 680 square miles with 840 miles of county roads) and potential municipality interlocal agreements. The procurement seeks a qualified contractor to provide comprehensive debris removal and hauling services following major disaster events, with pricing structured on an as-needed basis rather than guaranteed minimum payments. The written question deadline was February 3, 2026, at 5:00 p.m. Central Time, with proposal submissions due February 12, 2026, at 10:00 a.m. Central Time via BidNet Direct (with one hard copy within 24 hours). The anticipated contract award date is April 2026, with an initial contract term of one year from the award date and three optional one-year renewal periods. Renewal will be executed only upon consent of both parties.
Pricing proposals must be submitted using the updated Attachment A: RFP 2026-P05 Fee Schedule, with all costs including potential tipping fees and landfill fees as pass-through expenses incorporated into proposed rates. No incumbent contractor currently exists, though services were previously available through a Countywide Dumpster contract; the most recent activation occurred following the 2023 ice storm when 19,100 cubic yards and 2,860 tons of debris were collected. Bidders must provide line-item pricing for emergency road clearance equipment (dump trucks, loaders, excavators, crew foreman services), debris removal and hauling (per cubic yard for various debris types), hazardous tree and limb removal, stump removal, dead animal carcasses, fill dirt placement, white goods recycling, and freon recovery. Certain services including mobilization and demobilization, training and planning sessions, mobile command unit provision, temporary document storage, TDSRS closure and remediation, and reporting shall be provided at no charge. The County will award one primary contractor and one secondary contractor, with price adjustments in Years 2-5 limited to annual Consumer Price Index increases. The proposal must not exceed 30 pages, though key personnel resumes may be included in the appendix, and all required County forms must be submitted with the proposal for contract execution.
