About this file
This is a Fee Schedule attachment (Attachment A) for RFP 2026-P05 Disaster Recovery – Debris Removal issued by a Texas County. The RFP solicits contractor services for emergency debris removal and recovery operations following disaster events. Services are organized into two primary categories: Emergency Road Clearance and Debris Removal and Hauling. Emergency Road Clearance includes hourly-rate services such as dump truck operation (16-2 cubic yard capacity), rubber-tired front-end loader operation (3-5 cubic yard capacity), two-person laborer crews with chainsaws, crew foreman services with pickup trucks, track hoe excavator operation, and low-bed equipment trailer transportation. Debris Removal and Hauling services include per-cubic-yard pricing for debris collection and transportation, vegetation consolidation and grinding, debris compaction, and per-unit pricing for hazardous tree and limb removal, stump removal, dead animal carcass collection, fill dirt placement, white goods recycling, and Freon recovery services. Additional services include Payment and Performance Bonds ($500,000 each) and annual training sessions.
The fee schedule requires bidders to provide specific pricing for all line items and certifies that proposed prices do not exceed those charged to the contractor's most-favored customers. Seventeen services (P05-20 through P05-27) are designated as no-charge items, including training and assistance for County personnel, mobilization and demobilization, provision of a mobile command unit, document storage, planning efforts, temporary debris reduction site (TDSRS) closure and remediation, reporting and documentation, and travel and per diem costs. Price adjustments for Years 2-5 are limited to annual CPI increases. Bidders must specify their on-site response time after notification (County requirement: 12 hours) and commencement of work timeframe after Notice to Proceed issuance (County requirement: 24 hours). The proposal form requires authorized company representatives to certify compliance with all RFP requirements and confirm that the bid was prepared independently without collusion.
