About this file
This is Amendment No. 1 to Invitation for Bid (IFB) No. IW238068 issued by the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for the procurement and installation of a 40-ton HVAC package at the Cole Unit in Bonham, Texas. The amendment provides clarification responses to 20 bidder questions regarding the scope of work for replacing an existing Variable Air Volume (VAV) HVAC unit with a Trane TCH480D40 unit. Key specifications clarified include design airflow of 12,800 CFM with a minimum supply air CFM of 4,480 to prevent coil freezing, design ESP of 2.0, and a required relief fan with 9,800 CFM capacity. The scope includes replacement of exterior and interior ductwork with 2-inch thick insulation to meet current code, installation of factory-supplied smoke detectors in both supply and return plenums, provision of a new electrical disconnect, a factory-powered convenience outlet, and temporary cooling equipment if downtime exceeds four hours. The installation shall include tying temporary systems into existing ducts to prevent air conditioning downtime during replacement. The bid opening date is February 20, 2026, at 3:00 PM. Bidders are required to acknowledge receipt of this amendment in their bid submission.
Notable clarifications address exclusions and responsibilities: thermostats, room sensors, and building automation system controls are excluded from the bid; the existing curb can be eliminated in favor of direct installation on a concrete pad with horizontal duct connections; electrical breaker replacement is the vendor's responsibility to match new equipment requirements; and TDCJ retains responsibility for all repairs and service to VAV and fan-powered boxes. The amendment confirms that no plans exist for the project, requiring bidders to ensure quoted equipment fits the existing pad and duct configuration. The Historically Underutilized Business (HUB) subcontracting plan requirement has been waived. Pictures of the existing installation are provided as reference material for bidders.

Question
Answer
1 Are controls excluded from the bid such as thermostats, room sensors, BAS?
Yes.
2 The existing duct work is old and recommended to be replaced due to the breakdown of internal insulation over time. Would you like this added as an option line item or included in total price.
Replace ductwork from building to new unit with 2” thick internally lined duct to meet current code.
3 I did not see any type of fire smoke protection or alarm on the existing unit.
Would you like to include a fire/smoke detector with the equipment that will shut the unit down in the event of a fire or smoke detection?
This unit will require smoke detectors for both the supply and the return plenums. Please provide factory installed.
4 We recommend removing the platform under the unit and installing spring isolators. Ductwork can be transitioned if the unit sits lower than it is currently.
Curb can be eliminated.
5 The existing unit is sitting on a curb, does this curb need to be replaced when replacing the existing unit or can it be deleted?
Curb can be eliminated.
6 Will there be a requirement to replace any electrical breakers to match the new equipment’s MOCP
Yes.
7 Will all the exterior ducts need to be replaced or only where needed to reconnect to new unit?
Replace exterior duct with new 2” thick insulation to meet current code requirements.
8 Will the awarded vendor be responsible for any removal, relocation, or reinstallation of the temporary equipment and ducts?
Specifications require the vendor to provide temporary cooling equipment if the unit is down from more than four hours.
9 Please confirm that the awarded vendor is not responsible for the service, diagnostic, replacement, or repair of any VAV/FPT boxes associated with this system.
Any repairs to fan powered boxes will be done by TDCJ.

10 Upon review of how the temporary system is tied in to the existing unit that needs to be replaced, will there be a requirement to tie the temporary system into the existing ducts when replacing the existing unit so as to not have downtime of no A/C?
Yes.
11 Is this unit a Variable Air Volume (VAV) unit or Constant Air Volume?
VAV
12 If unit is VAV, what is the lowest or minimum Supply Air CFM that the Evaporator Coil needs to be designed for?
Min CFM needed to design and prevent DX coil from freezing at low air volumes (cfms).
4480 CFM
13 What is the design airflow for this unit? 12800 CFM 14 What is the design ESP for this unit? 2.0 15 Is a disconnect required on the unit or wired separate?
Provide new disconnect.
16 Is a convenience outlet required on the unit? If so, factory or field powered?
Yes, factory will be preferred.
17 Is an exhaust fan required in the unit? Relief fan is required. 9800 CFM 18 Is a curb required or can the unit be installed directly on concrete pad?
Can be installed directly on pad.
Provide horizontal duct connections.
19 The equipment list on proposal form is not the same as on the plans, which do we use?
IW238068 does not have any plans, please make sure bidded equipment dots current pad and duct.
20 Is there a HUB plan required on this quote?
The HSP has been waived.
