About this file
This addendum to Solicitation 405-26R0009376, issued by the Texas Department of Public Safety Procurement and Contract Services, amends the Invitation for Bids for the Houston Crime Lab File Room renovation project, effective February 2, 2026. The project involves the remodel of approximately 370 square feet of existing file room space (Room 155) located on the first floor of the Houston Regional Headquarters Building C, encompassing demolition, installation of new epoxy flooring with optional carpet alternate, installation of a 12-inch high gypsum board header, provision of data cabling pathways and electrical outlets, interior wall painting, relocation of storage cabinets and light switches, resilient wall base installation, and final cleaning. The addendum addresses vendor questions and provides revised drawings and site visit documentation. Key responses clarify that DPS will handle cubicle delivery and installation, carpet should be submitted as a separate line item per Add Alternate 1, demolished materials should be trashed unless otherwise noted, DPS Security will disconnect and remove the existing card reader, no work is required on acoustical ceilings or lighting, and work hours are restricted to normal business days as specified in the project summary. The original solicitation deadline for written questions was January 29, 2026 at 5:00 P.M. Central Time, the pre-bid site visit was scheduled for January 28, 2026 at 11:00 A.M., and electronic bids were due February 11, 2026 at 5:00 P.M. Central Time, with an anticipated contract award date of February 27, 2026.
The contract requires contractors to demonstrate documented experience on at least three similar projects completed within the past five years, maintain verified personnel certifications and licenses, and comply with low-emitting product standards and MPI premium grade paint systems with specified VOC content limits. All bidders must submit a Texas Identification Number (AP-152), Form W-9, Direct Deposit Authorization Form, and complete extensive certifications including the Information and Certifications Form disclosing HUB certification status. Contractors must provide a minimum one-year warranty on all installation work and respond to warranty service calls within 48 hours with defective product replacement within five days. Performance bonds are required for contracts exceeding $100,000 and payment bonds for contracts exceeding $25,000, with bond costs included in the base bid; a 10 percent retainage will be withheld from final payment until work acceptance and warranty documentation are provided. Prevailing wage rates per Texas Government Code Chapter 2258 apply to this state-funded project. Bids remain valid for 180 days following the solicitation opening date, and DPS reserves the right to reject any or all bids, award to multiple contractors, or award no contract.
