About this file

This is a vendor information document for the Texas Department of Public Safety (DPS) Online Bid Room, providing guidance for vendors submitting responses to DPS solicitations. The document outlines the optional electronic submission process through the DPS Online Bid Room portal, which vendors may use as an alternative to other submission methods identified in individual solicitation packages. Vendors are required to read and review the complete solicitation package, including all exhibits, before submitting responses. All submission requirements, including specific forms and delivery methods, are detailed in each solicitation package, and failure to adhere to these requirements may result in disqualification. The response submission deadline is specified in each solicitation package, and late submissions are not accepted.

The DPS Online Bid Room utilizes a two-step registration process requiring vendors to first register at https://texasdps.appianportalsgov.com/vendor-management, with username and password credentials typically provided within two business days. Upon registration, vendors gain access to review solicitation opportunities and submit electronic responses, which generate automatic submission confirmation through the system. DPS provides vendor support resources including an online tutorial, user guide, frequently asked questions, and dedicated support contact information. The document explicitly states that technical difficulties resulting from optional use of the DPS Online Bid Room do not constitute grounds for protesting a contract award, and vendors must allow adequate time for the registration process to meet submission deadlines.
