About this file

Summary

This attachment is a specifications document from the Texas Comptroller of Public Accounts Statewide Procurement Division for IFB No. 304T-26-065A2.1, detailing requirements for the procurement of a trailer-mounted under-bridge inspection trailer. The specification defines minimum requirements for a tow vehicle type trailer equipped to service more than 1,100 square feet of under-bridge area with a single deck placement and operable by one person. The proposed unit must be a triple-axle, six-wheeled trailer with a minimum 18 horsepower gas engine, self-propelled hydraulic drive, and a minimum platform length of 35 feet with a drop depth of at least 17 feet 4 inches. The trailer must comply with ANSI A92.20 standards and must not exceed 35 feet in length, 8 feet 4 inches in width, or 11 feet in height during travel. The specification references the Anderson UnderBridge model HP 35 or CPA-approved equivalent as an example of acceptable equipment.

The contract requires vendors to supply a factory-trained technician to provide a minimum eight-hour operator training session covering safety, operation, and preventive maintenance at each delivery location prior to payment, along with on-site classroom training on preventative maintenance schedules within 30 days of delivery. All documentation must include original manuals in both paper and digital formats containing illustrated parts lists, hydraulic and electrical schematics, operating instructions, maintenance procedures, manufacturer-recommended service intervals, and recommended fluids and lubricants with SAE or API equivalents. Bidders must provide either an ANSI compliance certificate for the proposed model or a company letter verifying ANSI compliance prior to award, with a copy of the compliance certificate required prior to delivery.

UNDER-BRIDGE INSPECTION TRAILER

PART I

SPECIFICATION

1. SCOPE: This specification is to define the minimum requirements to purchase an under-bridge inspection trailer that enables operators to erect and extend the tower and platform over sidewalks and other barriers without restricting under bridge operations. The trailer-mounted under-bridge unit must come equipped with enough hardware and capabilities to service more than 1,100 square feet of under-bridge area with one deck placement. The unit must be capable of being operated by one person alone. The under-bridge inspection trailer described by these specifications must be tow vehicle type (supplied from current Customer(s) fleet).

The trailer combination will be capable of providing under bridge access for maintenance or renovation from a fixed point on a bridge deck. The under-bridge trailer and components must be designed and constructed of high quality, corrosion resistant, rugged materials suitable for use in a field environment and for ease of maintainability.

The proposed under bridge inspection trailer must meet or exceed the specifications listed in the text below. The unit provided must meet or exceed all Federal and State of Texas safety, health, lighting and noise regulations and standards in effect and applicable to equipment furnished at the time of manufacture. It is the intent of the agency to purchase goods, equipment and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, the agency need, availability, and sound economic considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged. Respondents are cautioned to read these specifications carefully. Units delivered as a result of this advertisement must fully meet all requirements of these specifications.

EXAMPLES :

Anderson UnderBridge model HP 35 or CPA approved equal.

NOTE: A unit furnished to this specification must meet Standard Compliance ANSI A92.20.

A copy of the ANSI compliance certificate for each model must be provided to the agency prior to award or, a letter on company letterhead verifying ANSI compliance for model bid prior to award and a copy of the ANSI compliance certificate prior to delivery.

2. GENERAL: The under-bridge inspection trailer must be a triple-axle, six-wheeled and equipped with a pintle-ring hitch that is on the same level and plane as the tow vehicle's hitch, so that the pulling force through the tongue to the trailer is horizontal when the vehicle-trailer system is on a horizontally flat surface. The trailer must be of durable construction, incorporating welded rectangular steel tubing and aircraft-grade aluminum to resist twisting and excessive deflections. The exposed portions of the system must tolerate 100% relative humidity (rain or spray) and all other adverse conditions, such as dust, shock, and vibrations, which may be encountered in highway operations. Trailer exterior must be painted manufacturer's standard color or bright white.

2.1. Safety chains: Two (2) lengths of 9/32 inch Grade 80 alloy safety chain must be furnished. One end must be attached to each side at the tongue with a 9/32-inch coupling link to a 1/2-inch round stock formed in a loop and lap welded or bolted with high strength bolts to the tongue on each side. The other end must be equipped with a latch hook 9/32-inch safety hook or equivalent that attaches to the hitch.
