About this file

This document is instructional guidance for the Texas Retirement System (TRS) PAVES procurement portal system, detailing the procedures for supplier registration, proposal submission, and post-award contract management for RFP No. TRS000627 concerning an Economic Impact Study. The instructions guide new suppliers through account registration and activation on the PAVES platform, including company information submission and potential rejection notifications if the company is already registered. Prospective bidders can locate the RFP through email notification or by accessing the public solicitation tab within PAVES, and must submit responses during the designated Initial Round before the specified deadline. The document emphasizes that proposals must be submitted through PAVES with the 'Submit' button clicked prior to the posted due date and time, as late submissions via email will not be accepted, and instructs participants on the Question Round process for submitting inquiries to TRS.

The post-award section outlines contract management procedures for selected contractors, including account activation upon contract award, team and subcontractor management, deliverable tracking with associated due dates, and communication documentation through the PAVES system. Invoicing is processed through individual Purchase Order (PO) records created for each fiscal year (September through August), with contractors required to submit monthly Historically Underutilized Business (HUB) Program Assessment and Reporting (PAR) forms regardless of whether an invoice is submitted that month. Contractors must upload invoices with supporting documentation, including legal copies and any associated PAR forms, through the PAVES platform for processing and audit purposes.
