About this file

This file is a presentation document from the Texas Retirement System (TRS) regarding the state of Texas' Veteran Heroes United in Business (VetHUB) program and HUB Subcontracting Plan requirements. The presentation, prepared by Blender Hill, VetHUB Coordinator, outlines the mandatory procedures for completing a VetHUB Subcontracting Plan for state contracts. The VetHUB program is designed to facilitate the growth and development of service-disabled veteran-owned businesses. TRS is required to follow Texas Government Code Section 2161 per TGC 825.514. HUB requirements apply to any contract valued at $100,000 or more over the contract's life, including any renewal options.

The presentation provides guidance on completing the HUB Subcontracting Plan Form, which includes the main form, a continuation sheet, and attachments designated as Attachment A and Attachment B. The document directs bidders and contractors to the Texas Comptroller of Public Accounts' purchasing website for access to the required HSP forms and related resources, including the Centralized Master Bidders List and Progress Assessment Report forms. The presentation emphasizes compliance with the state's HUB program as a mandatory requirement for eligible state contracts in Texas.
