About this file
This is Addendum No. 1 to Solicitation No. TRS000627 issued by the Teacher Retirement System of Texas (TRS) for Economic Impact Study Consultant Services. The solicitation requests consultant services to conduct comprehensive economic impact studies analyzing the effects of TRS retirement benefits, health insurance programs, and potential supplemental payments on Texas counties, metropolitan areas, legislative districts, and statewide economies. The study requires three separate reports: an annuity payment impact report, a health payment impact report, and a report analyzing potential supplemental payment impacts. The original proposal submission deadline has been extended to February 13, 2026, at 3:00 p.m. Central Time. The contract will commence September 1, 2026, with the first comprehensive report due August 31, 2028, and subsequent reports due biennially in even-numbered years thereafter. No reports or pricing are required in off-years when major deliverables are not due.
TRS will provide contractors with payment data broken down by region, county, and ZIP code for pension payments; by Texas in-state/out-of-state status combined with ZIP code, region, and county for health payments; and by region, county, and ZIP code for any supplemental payments. Payment data will cover a two-year lookback period consisting of the study year and the prior year. The final deliverables for each of the three reports must include executive summaries and be branded with the contractor's logo and branding guidelines. Contractors must present results to the TRS Board of Trustees in-person using PowerPoint presentations approved by TRS staff prior to delivery. Analysis must include separate modeling of active member versus retiree spending patterns and in-state versus out-of-state beneficiaries, with regional breakouts covering statewide, county, metropolitan statistical areas, education service regions, and legislative districts. TRS has not specified a preferred economic impact framework or required budget guidance, and weekly status updates are preferred but not required.

TRS responses to Vendor Questions
QUESTIONS AND TRS RESPONSES
1. Could you elaborate on the primary audience and intended purpose for the final report? Do you intend to post the report on your website?
TRS Response to Question 1:
The primary audience for the final reports are TRS senior and executive leadership.
The purpose of the final reports (annuity payment impact report, health payment impact report, and potential supplemental payment impact report) are to evaluate the economic impact of retirement benefits paid by TRS, health insurance programs maintained by TRS for active and retired public education employees, and a report for any additional payments, on Texas, counties, metropolitan areas, and legislative districts.
No, the report is not posted to the TRS website.
2. What are the preferred branding guidelines for the final deliverables? Should the report be branded with TRS's logo and style guide, or the contractor's branding?
TRS Response to Question 2:
Contractor’s branding.
3. The pricing form lists "Annual Pricing," but the scope describes a single, comprehensive report delivered biennially in even-numbered years. Could you clarify the expectation for deliverables and pricing in the "off years" when a major report is not due?
TRS Response to Question 3:
There are three reports: annuity payment impact report, health payment impact report, and a report for any potential supplemental payment impact. There are no deliverables (and accordingly, no pricing) for the off years.
4. Page 29 of the draft contract mentions “A separate report providing the analysis for each Objective." Does this mean three separate report documents (for Pension, Healthcare, and Other payments) should be delivered, or a single, consolidated report containing three distinct sections?
TRS Response to Question 4:
Three separate reports: annuity payment impact report, health payment impact report, and a report for any potential supplemental payment impact.
5. The RFP states the study is performed in "even-numbered years" with a deadline of August 31st. With a contract start of September 1, 2026, can you confirm that the first report is due on August 31, 2028?
TRS Response to Question 5: The first report will be due August 31, 2028.
6. Economic impacts are driven by spending by active members and retirees. These typically create induced impacts in local economies. Could you elaborate on how TRS defines the indirect impacts and elaborate on the business-to-business interactions noted in the RFP documents?
TRS Response to Question 6: TRS defines indirect effects (rather than “indirect impacts”) to mean the ripple business-to-business activities that happen because suppliers must buy things from other suppliers in order to support the original activity; they are the results of business-to-business transactions indirectly caused by the direct effects.
7. Could you please provide an indicative budget range or not-to-exceed guidance and clarify the payment structure?
TRS Response to Question 7: TRS cannot provide this information.
8. Could TRS clarify the geographic level of detail included in the payment data (e.g., county, ZIP code, etc.) that will be provided to the contractor for pension, healthcare, and other payments? Additionally, will the data cover multiple years, and if not, please indicate the expected lookback period.
TRS Response to Question 8:
TRS will provide the contractor with pension payment data broken out by region, county, and ZIP code; health payment data broken out by Texas (in state), out of state, and combined by ZIP code, region, and county. Any supplemental payments are broken out by region, county, and ZIP code.
Payment data will cover a 2 year period; the year in which the Study is conducted and the prior year.
9. If the following information is available and will be provided.
For Pension:
• Retirees - education, background (demographic info of any kind), addresses
• Payment details and frequency
Health:
• Who received payment - education, background (demographic info of any kind), addresses
• Payment details and frequency
• Health payments received
• What can payments be used for - hospital services, hospice services, pharmacy services, etc where payments can be made (for sectors in Implan)
TRS Response to Question 9: TRS will provide pension payment data broken out by region, county, and ZIP code; health payment data broken out by Texas (in state), out of state, and combined by ZIP code, and by region and county. Any supplemental payments are broken out by region, county, and ZIP code.
10. What specific categories of payment data will be provided (pension benefits, health-care claims, administrative spending, investment management expenditures), and at what level of geographic and temporal detail?
TRS Response to Question 10:
TRS will provide pension payment data broken out by region, county, and ZIP code;
health payment data broken out by Texas (in state), out of state, and combined by ZIP code, and by region and county. Any supplemental payments are broken out by region, county, and ZIP code.
11. What regional breakouts are required in the final analysis (statewide only, counties, metropolitan statistical areas, education service regions, legislative districts, or all of the above)?
TRS Response to Question 11: All of the items identified in Question No. 11.
12. Does TRS expect separate modeling of active member versus retiree spending patterns, and of in-state versus out-of-state beneficiaries?
TRS Response to Question 12:
Yes, TRS expects separate modeling of active member versus retiree spending patterns, and of in-state versus out-of-state annuitants, beneficiaries, and alternate payees.
13. Does TRS have a preferred or required economic impact framework -- for example, a specific version of IMPLAN, Regional Input–Output Modeling System, or other input–output platform), and are there expectations for sensitivity testing or alternative scenarios?
TRS Response to Question 13: No, to all components of Question No. 13.
14. What level of fiscal impact detail is required, particularly with respect to state versus local tax revenues and education-related public spending?
TRS Response to Question 14: TRS has not requested a fiscal impact of state versus local tax revenues and education-related public spending. Respondent may, however, include such information in their report.
15. Should the final delivery include the final written report and executive summary, and will a peer-review or technical appendix be required?
TRS Response to Question 15:
The final delivery for each of the three separate reports: annuity payment impact report, health payment impact report, and a report for any potential supplemental payment impact must include an executive summary.
A peer-review and technical appendix is not required.
16. What are the expectations for stakeholder engagement and interim briefings during the study period?
TRS Response to Question 16: Weekly status updates are preferred, but not required.
17. Will TRS require presentation of results to the Board of Trustees, legislative committees, or other external audiences, and in what format?
TRS Response to Question 17:
Yes, TRS will require presentation of results to the Board of Trustees. The presentation will be in-person, in PowerPoint, that shall be provided to TRS staff for review and approval prior to presentation to the Board.
18. Are there any data-security, confidentiality, or information-technology system requirements beyond those stated in the RFP that should be incorporated into the project plan?
TRS Response to Question 19: None.
