About this file
This document is a specification from the Texas Department of Transportation (TxDOT) establishing technical standards for roadway construction and maintenance materials and practices. The specification (TxDOT 550-14-79, Revision 1-2023) provides detailed requirements for hot mix asphalt (HMA) design, production, placement, and quality control procedures for state highway projects. The document outlines performance expectations, testing methodologies, and acceptable material gradations for various asphalt mixtures used in pavement construction across Texas. It establishes mandatory compliance standards for contractors engaged in highway improvement projects, including requirements for mix design verification, plant certification, and field quality assurance testing. The specification applies to all TxDOT projects unless specifically exempted and serves as the binding technical standard referenced in contract documents for asphalt paving work.
The specification establishes quality assurance and quality control protocols that contractors must follow throughout HMA production and construction phases. It includes detailed requirements for material sourcing, mix design approval, production monitoring, and payment adjustments based on quality testing results. The document references industry standards and TxDOT-specific testing procedures to ensure uniform performance across all state highway projects. Implementation of these specifications ensures consistency in pavement quality, extends roadway service life, and provides a standardized framework for managing contractor performance and resolving disputes related to material quality and construction standards on TxDOT-funded projects.
