About this file

This is Addendum No. 2 to Bid No. 26-09 issued by the City of Huntsville, Texas for the Chlorine Storage Building Rehabilitation project at the A.J. Brown Wastewater Treatment Plant. The addendum addresses prospective bidders' questions regarding the mandatory site visit requirement scheduled for January 29, 2026, at 10:30 A.M. at 94 Parker Creek Road, Huntsville, TX 77320. The project scope includes furnishing and installation of a complete chlorine disinfection system capable of delivering up to 1,000 pounds per day, with dual ton cylinder mounted vacuum regulators, automatic switchover equipment, vacuum feeders, ejectors, dual ton scales, emergency shutoff valves, control panels, leak detection systems, and electrical and instrumentation upgrades including wall vents, heaters, roof exhausts, lighting, electrical panels, transformers, and a chlorine control system with programmable logic controllers. The project must be completed within 90 calendar days from the award date, with liquidated damages of $1,500 per calendar day for non-completion. Sealed proposal packets are due February 10, 2026, at 2:00 P.M. Central Standard Time at the City Secretary's office located at 448 State Highway 75 N, Huntsville, TX 77320, with public bid opening to follow.

Addendum No. 2 denies a request for a second mandatory site visit time, stating that the City is unable to accommodate this request. All prosponders must acknowledge receipt of the addendum and include the signed form with their bid packet, with failure to do so resulting in disqualification. Contract award will be determined on a best value basis considering price, quality, safety record, and past performance. Contractors must provide a bid bond equal to 10 percent of the bid amount and a payment bond for the full contract amount within ten days of award, along with commercial general liability insurance with minimum combined single limits of $1,000,000 per occurrence and $2,000,000 general aggregate, professional liability insurance of $1,000,000 per claim, and statutory workers' compensation coverage. Mobilization costs may not exceed 3 percent of the base bid, with 50 percent payable upon receipt of required submittals and the remaining 50 percent upon completion of 10 percent of project work. The City anticipates occupancy of the facility by April 2026.
