About this file

This Addendum #1 document issued by Hays County Purchasing Office, located in San Marcos, Texas, clarifies key requirements and procedures for RFP 2026-P07 Grant Writing and Management Services Pool. The addendum extends the proposal submission deadline to February 3, 2026, at 10:30 a.m. Central Standard Time and provides answers to ten critical questions submitted by potential vendors. The RFP seeks to establish a pre-qualified pool of firms capable of providing grant writing, grant management, and program administration services for capital improvement projects funded through federal and state grant programs. Proposals are limited to 30 single-sided pages (or 15 pages printed front and back) and must include both electronic and hard copy submissions. The scope of services does not include FEMA Public Assistance grant management. Key Personnel information must identify the entire project team that would work with the County, not limited to prime contractor and subcontractor representatives only.

The addendum clarifies that all firms not already pre-qualified on Attachment B must submit complete proposals; Attachment A completion is only required for pre-qualified firms. Vendors must acknowledge receipt of the addendum by signing and returning the cover page with their proposal. Task Leader and Project Lead positions may be the same individual or different positions depending on company structure. Any exceptions to the solicitation terms and conditions are counted within the 30-page proposal limit. No cost or fee schedules should be submitted with proposals, as this solicitation establishes a pool of qualified vendors and pricing will be determined during contract negotiation if a firm is selected. Electronic signatures are acceptable if the company recognizes e-signatures as binding. All submissions must comply with compliance documentation requirements including HUB practices acknowledgment, debarment certifications, and conflict of interest questionnaires, with contracts requiring Commissioners Court approval.
