About this file

This is a Request for Proposals (RFP) issued by Hays County Purchasing Office in San Marcos, Texas, for Grant Writing and Management Services Pool (RFP 2026-P07). The County seeks to establish a pool of pre-qualified firms to provide comprehensive grant writing, grant management, and program administration services for capital improvement projects funded through various federal and state grant programs, including FEMA Hazard Mitigation Grant Programs, Texas General Land Office Community Development Block Grant Programs, Texas Water Development Board grants, and infrastructure programs such as the Infrastructure Investment Jobs Act. Respondents must submit one original proposal and one digital copy on a thumb drive, or submit electronically through BidNet Direct with a hard copy delivered within 24 hours, to the Hays County Purchasing Office located at 712 S. Stagecoach Trail, Suite 1012, San Marcos, Texas 78666. The deadline for proposal submission is January 29, 2026, at 10:30 a.m. Central Time, with the deadline for written questions set for January 20, 2026, at 5:00 p.m. The anticipated contract award date is March 2026. As individual projects are developed, County directors or elected officials will select firms from the pre-qualified pool to negotiate professional services agreements, which must be approved by Commissioners Court.

Respondents must demonstrate at least five years of experience in grant writing and management services for similarly-sized government entities and include a Task Leader with a minimum of three years' experience managing transportation project grant applications. The County requires three references from municipalities of similar size within the past five years and emphasizes that firms must have adequate financial resources, satisfactory performance records, and capacity to respond to County requests on tight timelines. Proposals are limited to 30 pages and will be evaluated on three criteria: Capacity to Perform (40 points), Experience of the Company (30 points), and Contract Methodology (30 points), for a maximum of 100 points. The creation of the pre-qualified list does not guarantee any contracts will be awarded, and the County reserves the right to accept or reject all proposals. Firms previously pre-qualified under RFQ 2024-Q01 may submit only a Firm Identification Packet if there have been no substantial changes in company structure, leadership, or operations. All proposals must include extensive certifications and compliance documents addressing federal and Texas statutory requirements, including debarment certification, conflict of interest disclosures, HUB practices acknowledgment, and various boycott and discrimination certifications.
