About this file

This is a Scope of Work document prepared by the Texas Department of Public Safety (TXDPS) for a security fence installation project at the Hebbronville Area Office located at 511 South Smith Street, Hebbronville, Texas 78361. The project encompasses a comprehensive turnkey installation that includes providing and installing security chain-link fence with barbed wire top sections, installing a new 16-foot-wide entry gate, preparing and pouring new concrete paving for parking, removing one tree from the proposed work area, removing and relocating the handicap parking area, repainting parking lines, and providing parking barriers inside the new fence. The scope of work references Texas Department of Transportation (TXDOT) fence plans and specifications, including detailed requirements for materials, installation procedures, and quality assurance standards. The contract monitor is Arturo Gomez (956-565-7136, 956-261-6700, arturo.gomez@dps.texas.gov) and the site contact is Alma Martinez (956-565-7110, 956-655-4140, alma.martinez@dps.texas.gov). Electronic proposals are due by December 26, 2025, at 5:00 P.M. Central Time, with an anticipated contract award date of January 6, 2026. The contract term is one year from the effective date, with TXDPS reserving the right to extend performance for up to six months.

The document establishes comprehensive material and installation specifications requiring all ferrous-metal components to be hot-dip galvanized after fabrication with a zinc coating weight of not less than 0.90 ounces per square foot. Fence fabric must be Type I, zinc-coated steel, 9-gauge with 2-inch mesh size and 6-foot height, while posts must be Class 1 galvanized steel pipe with specific dimensions and welded brace joints. Barbed wire must conform to ASTM A121 specifications with three strands on top, and concrete foundations must achieve minimum 28-day compressive strength of 3,000 psi for posts and 4,200 psi for V-track installations. The project requires compliance with Buy America regulations, with awarded contractors obligated to complete TXDOT form 1818 certifying that all manufacturing processes for steel and iron materials occurred in the United States. Contractors must provide personnel with minimum three years of documented experience and necessary certifications, submit evidence of financial resources and solvency including audited financial statements from the last two years, and obtain performance bonds exceeding $100,000 and payment bonds exceeding $25,000, with all costs included in the base bid. Criminal history background checks for all project personnel are mandatory and conducted at the contractor's expense. The project requires compliance with prevailing wage rates per Texas Government Code Chapter 2258, with TXDPS withholding 10 percent retainage from final payment until all work is accepted and warranty documents are provided.
