About this file

This is Addendum No. 4 to RFP No. 304T-26-072A1.1 issued by the Texas Comptroller of Public Accounts Statewide Procurement Division for truck-mounted paint stripers. The addendum modifies Attachment G specifications and provides clarifications through a questions-and-answers section addressing bidder concerns. Key modifications include clarification that the primary digital display requirement no longer mandates location between handlebars, allowing greater flexibility in display placement. The addendum confirms that respondents must acknowledge receipt of this addendum by signing and returning it with their proposals; failure to submit the signed addendum may result in disqualification.

The questions-and-answers section addresses six substantive issues raised by potential bidders. Regarding measurement accuracy, the state clarified that while the RFP initially specified +/- 1% accuracy for line thickness and width, the state acknowledges the +/- 10% tolerance outlined in Texas State guidelines for thermoplastic application is acceptable, with potential for greater accuracy depending on the measurement system used. The state confirmed that bead loading of 350 pounds per minute applies to one tank at a time, not both tanks simultaneously. Additional clarifications specify that touchscreen displays with PLC and PC back-end systems are acceptable alternatives to embedded data systems, and that technical manuals or schematics showing layouts of hydraulic, paint, and electrical systems may be provided in lieu of specialized paint system overhaul manuals.

Questions and Answers RFP No. 304T-26-072A1.1 Title:

Question No. Question Answer

In the Q&A, page 7 of 7, Question 28, it calls out “Required accuracy is +/- 1%, measure applied to line mil thickness and width.”

In the attached Special Provision discussing standards for material application in the State of Texas, starting on page one at the very bottom paragraph and continuing onto page two, it calls out a tolerance of +/- 10% for thermoplastic application. It states “These factors include variables such as the data logging system or method used, pump wear, specific gravity differences from batch to batch and manufacturer to manufacturer, and temperature differentials during material application, etc.” We have consulted with the main vendors of control systems and dataloggers for thermoplastic units and they are in agreement that +/-1% measurement of line thickness and width is not feasible. The aforementioned State guidelines of +/- 10% are much more realistic, though greater accuracy may be possible depending on the type of system used (material volume measurement

vs. laser measurement). Our opinion is that any manufacturer that claims to meet +/- 1% accuracy is making a claim that is not based in tested results.

10% is acceptable.

Also, following from the previous question, Question 28 seems to indicate that line thickness and width must both be measured. With some systems thermoplastic volume applied is measured, line width is input by operator, and material mil thickness is calculated. In this case, accuracy of thickness measurement will be dependent on accurate input of line width. Is this acceptable?

This is acceptable.

Question 27 on page 7 of 7 discusses the requirements of bead loading as 350 pounds per minute, per individual tank. Does this indicate loading both tanks simultaneously for 700 pounds per minute total? We expect the 185 cfm air compressor specified would limit flow to around 350 pounds per minute total and only one tank could be loaded at a time.

Only one tank is required to be loaded at a time.

Equipment Specification Attachment G, Option 9 specifies “Laptop or PC-based data loggers will not be accepted.” Is a touchscreen display with PLC & PC back-end system acceptable? Or must data system be an embedded system?

An embedded data system is not required.

#13: Page 8 of 13, PART II, Section 10: “PRIMARY DIGITAL DISPLAY: …The display must be easily visible to the operator, located between the handlebars, and showing the following functions:”

Q: Will the DOT explain what is meant by “located between the handlebars” in this section? The handlebars are to what?

See page 1 of this addendum.

Addendum No. 4

#15: Page 12 of 13, Part V, Section 7.: 7. “OPTION NO. 7:

COMPLETE SET OF OVERHAUL MANUALS: In addition to the manuals required in Para. 20 Part II, one complete set of specialized major overhaul/technical manuals for the engine, transmission, hydraulic system, paint system, electrical system, etc., must be provided at time of delivery.”

Q: We do not have nor do we offer overhaul manuals on the “paint system” and would not know what we could provide for this. Will the DOT consider removing the “paint system” overhaul manual requirement in option 7?

It is a requirement to provide a technical manual or schematics that show a layout of the hydraulic, paint, and electrical systems.
