Questions and Answers RFP No. 304T-26-072A1.1 Title:
Question No. Question Answer
The specification (page 13, #9 and page 8 #10) appears to be slightly vague with select wording written as a possible sole source. Are you open to Epic Solutions switch boxes and data logging systems on these trucks? Our team in in TX installing systems every other week on various contractor’s trucks.
Open to any system that meets or exceeds the performance and reliability of the specified design.
Is there a reason TXDOT is not utilizing the same (Controllers, DLS, Digital Display) specifications that TXDOT has created for the contractors (contracted work)?
The specifications reflect the requirements of this solicitation. Any requirements used on other projects are not relevant to this RFP.
Page 4 of 13, PART II, Section 2.1.: “…The unit shall have a minimum 200-gallon fuel tank” Q: We would like to provide our standard 90-gallon minimum diesel fuel tank above deck and under the walkway dedicated to the melter burners. Will this tank, along with a 100-gallon capacity fuel tank on the chassis be acceptable?
This is acceptable. See page 1 of this addendum.
Page 4 of 13, PART II, Section 2.2.: “The width of the platform must be minimum 96 inches and must not exceed 102 inches including all projections.”
Q: The operator’s cab is specified at 96” wide also, but this doesn’t include the bubble windows which must project out approximately 6 inches on each side. This will exceed the overall 102” width, but we are wondering if the bubble windows are considered break-away items and exempt from this restriction. Can the DOT confirm that 108” overall width of rear operator’s cab with the bubbles will still be considered legal in the State of Texas regarding overall vehicle width allowances without needing a special permit?
Bubble windows are not considered in overall width.
Page 4 of 13, PART II, Section 2.2.: “A steel safety railing must be installed around the platform in unprotected areas and be bolted to the truck platform so that it can be removed, if necessary.”
Q: Bolted in place railings can work their way loose over time and should be added to a preventative maintenance checklist for inspection periodically to make sure they remain secure. They are also more susceptible to rust and corrosion. For reduced maintenance, quality assurance, rigidity, and long-term strength, will a welded railing around the platform in unprotected areas also be acceptable?
Welded railing is acceptable as long as it does not impede acccess for repairs or maintenance to equipment. See page 1 of this addendum.
Page 5 of 13, PART II, Section 4.2.: “Two heat transfer oil pumps, one per side.”
Q: Our standard design features one large heat transfer oil pump to transfer oil to all jacketed lines leading to both carriages with valving to isolate either side. Will this be acceptable?
This is acceptable. See page 1 of this addendum.
Truck Mounted Paint Stripers
Addendum No. 2
Page 5 of 13, PART II, Section 4.3.: “Foldable steel guide wheel assembly with hydraulically driven up and down controls, moveable to both sides of the truck.”
Q: On page 11 of 13, Option #1 appears to be requesting a 2nd line guide redundant to what is already listed in your specifications under item 4. HYDRAULICS. Is it the DOT’s intent for bidders to supply an optional price for a 2nd line guide assembly to be provided as a spare, in case this one is damaged?
One foldable steel guide wheel assembly with hydraulically driven up and down controls, moveable to both sides of the truck is all that is required.
Page 5 of 13, PART II, Section 4.4.: “Hydraulically actuated, carriage assemblies that will be laterally controlled using a steering wheel mounted near each operator seat with a minimum 48”-inch extension on both sides.”
Q: Our standard heavy-duty hydraulic outriggers extend the carriage assemblies out to 40” on both sides, will this be acceptable?
This is acceptable. See page 1 of this addendum.
6. Page 5 of 13, PART II, Section 5.1.: Center Line Gun Carriage:
Q: Would the DOT consider removing the 7th bead gun dispenser required as highlighted above on the Center Line gun carriage? We do not feel it serves a purpose since there are already 2 bead dispenser in-line with this white gun in the last 2 rows. Adding this additional row for 1 bead gun unnecessarily increases the overhang of the gun support bars.
As long as this design delivers the necessary amount of beads for proper adhesion in all applications. For more details on recommended bead amounts, please refer to Chapter 2, Section 5 of the TxDOT pavement marking handbook.
https://www.txdot.gov/content/txdotoms/us/en/manuals/trf/pmh/installa tion_and_inspection/inspection_during_application-i1003479/glass_bead_application_properties.html#i1003561
7. Page 6 of 13, PART II, Section 5.2.: “Edge Line Gun Carriage: One
(1) bead dispenser.”
Q: While the listing indicates one (1) bead dispenser on the Edge line carriage, Diagram “B” shows two (2) rows behind the spray gun with one in each row. Will the DOT please clarify number of bead guns required to be supplied and installed on this carriage?
See page 1 of this addendum.
8. Page 6 of 13, PART II, Section 6.1.: “The enclosure must be air conditioned and heated with minimum 34,000 BTUs of cooling and minimum 40,000 BTUs of heating. Interior enclosure lighting must provide sufficient lighting of the controls and gauges for nighttime striping operations. The use of dual A/C units is acceptable to achieve this requirement.”
Q: We would like to supply a single roof mount Heater/AC unit with 48,000 BTU/Hr heating and 33,500 BTU/Hr of cooling, will this be acceptable?
This is not acceptable.
9. Page 6 of 13, PART II, Section 6.2.: “…There must be a minimum of five (5) sliding windows. A front window….”
Q: We normally provide a fixed window In the front center door of the operator’s cab, and do not recommend this 5th sliding front window in the door. Will four (4) total sliding windows in the operator’s cab be acceptable?
This is acceptable. See page 2 of this addendum.
10. Page 7 of 13, PART II, Section 9.3.: “Night work light package to include: 2000 lumen LED work lights as described below.” 9.3.3.:
One (1) light illuminating the paint load pumps.
Q: This section describing night work lights appears to be repeated in
9.6. on page 8 of 13. Since the lights under 9.6 reference one (1) light illuminating the deck and loading areas, instead of one (1) light illuminating the paint load pumps (which don’t exist on a Thermo truck), we’d recommend deleting section 9.3 and retaining section 9.6.
only. Would the DOT consider this modification?
See page 2 of this addendum.
11. Page 8 of 13, PART II, Section 9.7.: “Message boards: 9.7.1 The striping unit shall have two message boards. …One shall be mounted above the air compressor (operated from the chassis cab) and one shall be mounted behind the operators cab (operated from rear operators cab). 9.7.2 Each board shall be pivoted from a horizontal storage position to a vertical position for operation. 9.7.3 A 12-volt electric linear actuator shall be provided to raise and lower the message board from the vertical to the horizontal position.”
Q: We would like to provide a fixed bracket mount for the message board behind the rear operator’s cab. The top of the board would be positioned at the same level as the highest point of the truck. Will this non-actuated mount for the message board be acceptable to prevent interference with the rear door to the rear operator’s cab?
Vertically actuated boards are acceptable for front as well, fixed rear board is acceptable.
12. Page 11 of 13, Part V, Section 1.: “OPTION NO. 1:
MECHANICAL POINTER GUIDE WITH HYDRAULIC LIFT - …
1.3. Control valve for the pointer lift must be in the chassis cab, easily accessible to the operator.”
Q: We do not recommend providing a hydraulic lift control valve inside a cab for safety reasons. Will the DOT consider a control switch (electric over hydraulic) instead of a valve for raising and lowering the line guide?
Yes, electric over hydraulic switch to control hydraulic pointer in the cab is the intent.
16 Request for Proposals, Page A8, A.6. Insurance. Will the State provide a customer name and address for the Certificate of Insurance?
Reference Part A, Section A.6 Insurance, the State of Texas will be named as a certificate holder on all certificates of insurance.
Insurance certificates may be submitted with bid or within five daysof receiving a request from CPA. Submission address will be included in the request.
Attachment G. Page 4 of 13. Part 2. Specifications. 2.
Chassis / Platform. 2.1. The unit shall have a minimum 200-gallon fuel tank.
Are non-steerable lift axles acceptable?
Chassis dealer states that a single 200-gallon fuel tank is not available. Does the State approve two fuel tanks to total 200-gallons?
Yes, non steerable lift axles are acceptable.
Two fuel tanks is acceptable, preferably filled on the same side of vehicle. See page 1 of addendum.
Attachment G. Page 6 of 13. Part 2. Specifications. 5.2 Edge Line Carriage (Diagram “B”).
5.2.2. lists one bead dispenser. The diagram lists two bead dispensers.
Please confirm if the edge line carriage should have one or two bead dispensers. The spec is a little confusing since in 5.2.2. it says “One
(1) bead dispenser” but in the diagram below 5.2.3. it shows two.
Please confirm if each row of yellow TPX guns will have two (2) bead guns each and the white TPX gun will have one. An alternate layout which would save space, and weight would be to have the left row to have the white TPX gun immediately ahead of the left yellow TPX gun and share the bead guns behind the yellow gun (the glass guns would turn on with the appropriate TPX gun). Is that acceptable?
Two bead guns are required for edge line. System can be reconfigured to eliminate the gun behind center white gun as long as long as this design delivers the necessary amount of beads for proper adhesion in all applications.
Attachment G. Page 6 of 13. Part 2. Specifications. 6. Rear Operator Enclosure. 6.1. The enclosure must be air conditioned and heated with minimum 34,000 BTUs of cooling and minimum of 40,000 BTUs of heating.
Will State accept a single wall mount A/C unit with 33,000 BTU/hr cooling and 46,000 BTU/hr heating at 430 cfm?
This is not acceptable. Refer to question 11.
Attachment G. Page 7 of 13. Part 2. Specifications. 9 Safety/Lighting.
9.4. Rear operators’ state on operator platform equipped with a Sonetics intercom system or TXDOT approved equal.
Will the State please confirm what type of headsets?
Number of single? Number of dual? Over the head, under the helmet?
All headsets should be single earmuff over the head.
Attachment G. Page 8 of 13. Part 2. Specifications. 9 Safety/Lighting.
9.7. Message Board. Does the State have a max height for stowed (tilted) or operating (up)? Would the State allow for the front message board to be fix mounted?
No max height limits. Vertically adjustable front board is acceptable.
Standard vehicle max length is 40’. Is the State OK if the truck is within the 40’ max length when the rear message board is in the up/operational position, but outside of the 40’ max length in the stowed position. If not, would the State consider a fixed board?
This is acceptable.
Attachment G. Page 8 of 13. Part 2. Specifications. 10. Primary Digital Display. Is a central digital display screen required for display, or can the items listed be displayed in separate digital displays in operator console and timer control boxes? The wording in the specification calls out two locations “…located between the handlebars…” and “centrally mounted electrical console…”.
Central display on console and operator display between handle bars required.
Attachment G. Page 8 of 13. Part 2. Specifications. 10. Primary Digital Display. 10.5. Amount of paint applied in gallons or liters with reset to zero. Is material usage / volume measurement required for timer system without optional data logger?
Material usage / volume measurement required with or without the optional data logger.
Attachment G. Page 9 of 13. Part 2. Specifications. 12. Painting. The unit must be painted with a manufacturers standard lead-free color, except for glass, rubber and those metallic accessories or fixtures constructed of rust-resistant or plated material not normally painted.
Our standard paint color for equipment is white. Is that acceptable? If not, please provide a color / code.
White is preferred. Color code can match the chassis paint code.
Attachment G. Page 9 of 13. Part 2. Specifications. 18. Data Sheets.
The attached data sheets (Attachment A) should be completed and submitted in duplicate for informational purposes only. With email submittal, does the State still require these forms to be submitted in duplicate? If so, how should this requirement be met?
Single form via email is acceptable.
Attachment G. Page 11 of 13. Part 5. 2. Option No. 2. Vacuum Glass Bead Fill Unit. A vacuum glass bead fill unit having a minimum loading capacity of 350 pounds of glass per minute must be supplied.
Can the State clarify if they would like both tanks to be filled at 350#/minute (approximately 175#/minute each) at the same time? Or is it 350#/minute to fill each tank individually?
Will base specification without Option 2 be for manual bead fill through tank lids?
The requirement is 350 pounds per minute, per individual tank.
Attachment G. Page 13 of 13. Part 5. 9. Option 9: Data Logger.
What is required accuracy or margin of error of material usage / volume measurement? Should data system directly measure applied line mil thickness & width?
The specification calls out CAN network communication. Ethernet is an equal and widely used alternate. Many contractors in the state of Texas use this type of system and it is accepted by Texas DOT in those instances. Will you remove the exclusionary wording and allow ethernet as an alternate to CAN network?
Required accuracy is +/- 1%, measure applied to line mil thickness and width.
Open to any system that meets or exceeds the performance and reliability of the specified design. Cat 5 Ethernet cable is acceptable.
What method do you prefer for the optional data logger to use for measuring material applied? One system uses lasers to measure thickness of applied material while the other system uses the pump cycles (rotation of the pump by volume per cycle) adjusted with system pressure and temperature. I have attached a revised sheet with our questions.
No preference. Use whichever is the most accurate method.
