About this file

This addendum document pertains to Solicitation No. 304T-26-072A1.1 issued by the Texas Comptroller of Public Accounts Statewide Procurement Division for truck-mounted paint stripers to support the Texas Department of Transportation and other state agencies. The procurement seeks six self-contained, multi-color thermoplastic striping machines capable of applying glass reflective beads and traffic line markings in yellow or white with solid or skip-line patterns. The equipment must meet specific technical requirements including heavy-duty rear operator platforms with air-conditioned enclosed cabs, operational speeds between 3-7 miles per hour, and Federal Bridge law compliance. A Pre-Proposal Conference was scheduled for December 10, 2025, at 10:00 AM via Microsoft Teams, with written questions due by December 15, 2025, and final responses published by December 19, 2025. Proposal responses are due January 7, 2026, at 1:30 PM Central Time in Austin, Texas. The initial contract term commences upon award and automatically expires August 31, 2026, with potential renewals through August 31, 2028, subject to unilateral renewal by the Comptroller of Public Accounts.

Evaluation will be weighted as follows: Respondent Qualifications and Experience (15 points), Respondent's Approach to Meeting Requirements (45 points), and Pricing (40 points). All products must be new, unused, and in first-class condition. Respondents must be manufacturers or officially authorized dealers with required documentation proving dealer status. Minimum insurance requirements include $1,000,000 Commercial General Liability and $500,000 Automobile Liability. Pricing must be firm, all-inclusive, and fixed on an FOB Destination basis with statewide delivery included. Contractors are subject to a 1.5% Texas SmartBuy administrative fee on goods purchased, with potential annual price adjustments using the Producer Price Index for construction machinery and equipment. Vendors must provide two separate four-day training sessions and offer a 12-month warranty covering 100 percent parts and labor, with manufacturer-authorized dealers available for warranty repairs within 72 hours of notification. Optional line items include mechanical pointer guides, vacuum glass bead fill units, and laser guidance systems.
