About this file
This is a Water Well Permit issued by the Harris-Galveston Subsidence District to the City of Houston for Well 16263, managed under the Generation Park Management District. The permit, effective February 1, 2025, through January 31, 2026, authorizes the combined total withdrawal of 9,000 million gallons from 34 designated wells, with the primary contact being Ekaterina Fitos at the City of Houston's address in Houston, Texas. The well is located at coordinates 29.67861100 latitude and -95.50277700 longitude. The permittee is required to operate the well in a non-wasteful manner, install and maintain water meters in accordance with District rules, and keep accurate monthly records of groundwater withdrawal amounts and purposes. The well site must remain accessible to District representatives for inspection, and any withdrawal exceeding the authorized amount constitutes a violation requiring immediate written notification to the District.
The permit is contingent upon the accuracy of information provided in the original application and carries special provisions whereby authorized withdrawal represents the total aggregate allocation across all listed wells. The permittee must comply with Chapter 8801 of the Texas Special District Local Laws Code and all District rules and regulations. Ownership changes must be reported within 90 days, and violation of permit terms, including excess pumping, subjects the holder to civil penalties. The permit may be revoked, suspended, or amended by the District at any time pursuant to applicable statutory provisions. No vested rights are conferred by this permit, and it remains subject to modification based on District determinations.
