About this file

This document is a Historically Underutilized Business (HUB) Subcontracting Plan instruction exhibit for the Texas Department of Motor Vehicles (TxDMV) procurement for Livestreaming, Video Recording, and Archiving Services for TxDMV and MVCPA Board and Committee Meetings. The instructions establish that failure to include a completed HUB Subcontracting Plan with a response will result in disqualification if required by the solicitation.

The document defines HUB eligibility criteria and outlines the state's good faith effort requirements for utilizing HUBs in state procurements. A HUB entity must be at least 51% owned by an Asian Pacific American, Black American, Hispanic American, Native American, American woman, and/or Service-Disabled Veteran with a service-connected disability rated at 20% or higher by the Department of Veterans Affairs or Department of Defense. Additionally, the entity must be a for-profit business that has not exceeded size standards prescribed by 34 Texas Administrative Code 20.294, maintains its principal place of business in Texas, and has an owner residing in Texas with a proportionate interest who actively participates in the entity's control, operations, and management. Sole proprietorships must be 100% owned and controlled by an individual meeting these criteria, and each entity within a joint venture must be HUB certified. TxDMV's HUB Office provides assistance with questions regarding the program and subcontracting plan requirements at hub@txdmv.gov.
