About this file
This is an attachment to a Request for Proposal (RFP) document that outlines firm and team experience requirements for a biological monitoring contract. The attachment specifies that proposers must demonstrate relevant experience through responses to three detailed questions. Proposers are required to describe their firm's experience with long-term (two or more years), large-scale biological monitoring efforts on active construction sites that required compliance with the Endangered Species Act (ESA), the Marine Mammal Protection Act (MMPA), and similar protective legislation, with project examples limited to those completed within ten years of the RFP date. Additionally, proposers must provide a biological monitoring report from a project completed within the last five years that similarly required ESA, MMPA, or equivalent species protection compliance. Proposers are also required to describe specific observation and shutdown protocols that would be implemented if marine mammals or endangered species are identified within the designated project area.
The instructions allow proposers to discuss the same project multiple times if applicable to different questions and limit responses to one page per question. The document does not specify pricing terms, set-asides, incumbent information, funding amounts, or contract duration, as this attachment focuses exclusively on establishing experience qualification criteria and evaluation standards for prospective contractors.

QUESTIONS
1. Describe your firm’s experience on projects that required long-term (two plus years), large-scale biological monitoring efforts (marine or terrestrial) on an active construction site which required compliance with the Endangered Species Act (ESA), the Marine Mammal Protection Act (MMPA), and/or similar legislation which protect species from harm. Please include information regarding construction activities, monitoring methodologies, and monitoring conditions. If long-term project experience cannot be provided, please describe your firm’s experience on shorter-duration projects using the above criteria. Do not exceed three project examples.
2. Please provide an example of a biological monitoring report from a project completed within the last five years which required compliance with the Endangered Species Act (ESA), the Marine Mammal Protection Act (MMPA), and/or similar legislation which protects species from harm.
3. Describe specific observation and shutdown protocols that would be followed if marine mammals or endangered species are spotted within the designated project area.
