About this file

This is an Addendum 2 to the Aransas Pass Aquatic Center Boardwalk Replacement project solicited by the Coastal Bend Bays & Estuaries Program, Inc. (CBBEP) in Texas. The addendum addresses contractor questions regarding pile installation methods and structural timber specifications for the boardwalk replacement project. The project involves removing an existing timber boardwalk and installing a new pedestrian-only boardwalk at 400 E. Johnson Avenue in Aransas Pass, Texas, with approximately ten 10-inch square timber piles and reinforced polymer decking. The sealed bid deadline is December 4, 2025 at 1:00 PM, with a non-mandatory virtual pre-bid conference held on November 17, 2025. Contract completion is required within five months from the Notice to Proceed, subject to liquidated damages of $300 per calendar day for delays.

Addendum 2 clarifies two significant bidding issues: first, regarding pile installation, the addendum confirms that supplemental jetting techniques may be acceptable to assist pile driving through difficult strata, provided the equipment meets specified standards and receives Owner approval prior to commencing operations; salt water jetting is not recommended, and hammer driving must resume and complete the final 5 feet of penetration. Second, regarding structural timber specifications, the addendum confirms that the design criteria indicating Southern pine select structural grade or 1950F-1.7E represents minimum requirements, with better grade material generally acceptable as alternatives. The addendum further notes that alternative design and valued engineering proposals, such as using alternative square timber piles or different pile cutoff elevations, are generally acceptable provided they maintain structural integrity and are coordinated and reviewed by the general contractor based on design criteria.

ADDENDUM 2

Item 1 Questions and Answers:

Question 1: The impact hammering alone might not get us to a depth of 20ft. as per drawings/RFP. Soil in the ground could too compacted after hammering a few feet. Can salt water be used onsite to jet set the pilings in along with the recommended impact hammering be acceptable ?

Answer 1: Based on the geotechnical report, supplemental techniques such as jetting should not be required to reach the design pile tip elevation. Suitable pile driving equipment should be selected based on drivability evaluation. In general, water jets may be used to assist driving of the pile through strata which cannot be penetrated practicably by use of the hammer alone.

Jetting equipment must have not less than two removable or fixed, water or combination air-water type jets. Equipment must be designed so that the discharge volume and pressure are sufficient to freely erode the material under and adjacent to the piles. After the penetration of the strata requiring jetting has been accomplished, the use of the jet must be discontinued and direct hammer driving must be resumed. Jetting should also be discontinued when the pile tip is approximately 5 feet above the indicated pile tip elevation. Drive pile the final 5 feet of penetration. Jetting equipment and method must be approved by the Owner prior to commencing jetting operations. The review will be case by case. Use of salt water for jetting is generally not recommended.

Question 2: Design criteria (#5) design strengths (B) states structural timber Southern pine select structural grade or 1950F-1.7E these timbers cannot be found at any mill to be manufactured therefore pricing cannot be obtained. Can you please refer an alternate timber or installation to meet structural integrity for bid purposes?

Answer 2: The design criteria indicates minimum requirements, better grade material is generally acceptable.

Item 2 Alternative Design and Valued Engineering

Alternative design or valued engineering lead to cost savings, such as using alternative square timber piles, alternative timber pile cutoff elevation with railing post on top, etc., is generally acceptable. Engineering design for such specific alternative designs and valued engineering will need to be coordinated by the general contractor based on the design criteria and submitted for review.
