About this file
This document is a Request for Proposal (RFP) 2025-P02 for Property Tax Collection Software issued by a County, seeking a comprehensive software solution for property tax management. The RFP outlines requirements for a hosted software application, with vendors expected to provide detailed pricing for software licensing, implementation services, and annual maintenance costs. The county is specifically looking for a property tax software system module that meets their detailed functional requirements, with potential milestones including Project Kickoff, Initial System Implementation, System Configuration, Approval of Go-Live, and Acceptance of System.
The pricing structure involves three primary cost categories: software licensing, implementation services, and annual maintenance. For software licensing, the county expects vendors to provide clear information about license types, product versions, and implementation services included. Implementation services must be priced as firm, fixed costs with no time and materials pricing, covering aspects like configuration, data conversion, customization, and training. Annual maintenance costs are expected to remain stable for the first five years, with the county preferring equal annual payments for five years of maintenance. Vendors must submit a detailed pricing table breaking down one-time costs, recurring maintenance costs, and additional potential costs, with separate columns for the property tax software system and any other related website or system components.

RFP 2025-P02 Property Tax Collecon Soware Atachment A: Cost Proposal
The Cost Proposal shall consist of the following:
• The completed Cost Proposal Worksheet provided and shall not be modified by the
Vendor in any way.
• The proposer’s standard travel and expense policy.
• Agreement with Payment and Retainage.
• The proposer shall provide a brief statement of agreement with the Payment and
Retainage terms idenfied in the RFP.
• If a proposer does not agree with all items, a descripon should be provided of those items for which excepon is taken.
• Cost Worksheet Instrucons: Provide a cost response for each cost area, based upon the property tax soware system module for a (NAME)-hosted applicaon. The pricing should be based on the detailed funconality that the (NAME) requires. All addional costs should be captured in the respecve areas.
Payment and Retainage:
The County understands that there will be potenally three (3) types of costs that are associated with procuring a new system: soware licensing, implementaon services, and annual maintenance costs. In the following sub-secons, each type of cost is defined and the County’s expectaons for payments and retainage associated with these costs are described.
1. Soware Licensing Cost: Soware license costs include all costs related to licensing the soware applicaon and include third party soware license fees, where applicable. In presenng soware license fees, the proposer shall:
Explain all factors that could affect licensing fees:
• Make clear what type of license is offered for each price (named user, concurrent users, installed copies, processor-based, etc.)
• Indicate which product versions, operang plaorm(s) are included for each price; Indicate whether a product is for “server” or “client,” as applicable; and, make clear the extent of any implementaon services that are included in the license fees (installaon, configuraon, training, etc.)
• To the extent possible, the proposer shall show any applicable discounts separately from the prices for products and services. The proposer will provide separate prices for each funconal area/module in the proposed soluon.
• The County expects a milestone-based payment schedule for soware licensing.
Potenal milestones including Project Kickoff, Inial System Implementaon, System Configuraon, Approval of Go-Live, and Acceptance of System.
• Vendors shall describe their typical milestone-based payment schedule for soware licensing as part of their Cost Proposal.
2. Implementaon Services Costs Implementaon service costs include all costs related to implementaon, configuraon, data conversion, customizaon, and training. Typically, implementaon service costs are provided as “not to exceed” esmates and the County will be charged for services as incurred. Costs for the proposed soluon should be submited on the Cost Worksheet. It is important to note the following:
• The County will not consider me and materials pricing. Proposers shall provide firm and fixed pricing based on the funconality described. For each item, indicate if the cost is on-me, annual, or other.
• The proposer shall provide price informaon for each separate component of the proposed dissoluon, as well as the costs of any modificaons.
• In the event the product or service is provided at no addional cost, the item should be noted as “no charge.”
• In the event the product or service is not being included in the proposal, the item should be noted as “No Bid.”
• Proposer shall make clear the basis of calculaon for all fees. All travel expense costs must be included in the proposer’s fixed price cost. The County will not make a separate payment for expenses. Per Force Majeure, the County shall not be liable for addional travel costs incurred due for any reason outside the County’s control.
3. Annual Maintenance Cost Annual maintenance costs include the annual maintenance and support fees for the applicaon environment. For example, the annual maintenance fees associated with the property tax soware will be paid upon County acceptance of the system. The County will not pay maintenance fees unl the County signoff has been provided to approve live operaon for one year aer going live. The County expects soware maintenance costs will not increase in the first five years upon live operaon.
The County is interested in vendors subming a cost opon based on equal annual payments for five years of maintenance.
