About this file

This Scope of Work document is from the Texas Commission on Environmental Quality (TCEQ) Office of Compliance and Enforcement (OCE) for annual inspection and calibration services for Landtec GEM™ 5000 Landfill Gas Analyzers used across sixteen regional offices. The project requires a performing party to conduct comprehensive inspections and calibrations of gas analyzers within 21 days of receipt, including visual system inspections, parameter calibrations, firmware updates, sensor replacements, diagnostic evaluations, and repairs using original manufacturer-approved parts. The performing party must follow ISO/IEC 17025 standards and QED Environmental System protocols, providing a unique, dated, and signed Certificate of Calibration for each instrument.

The contract specifies that the performing party is responsible for return shipping to TCEQ regional offices within Texas, with shipping costs incorporated into the overall calibration and inspection pricing. Invoicing will be monthly, submitted within 15 business days after work completion, and must include detailed information such as purchase order identification, work description, serial numbers, unit prices, and total costs. Repairs will be charged at the labor rate listed on the price form, with parts charged according to special terms and conditions. If analyzers cannot be calibrated or repaired, the performing party may charge a specified inspection fee, with TCEQ retaining the right to determine next steps for problematic equipment.
