About this file

This is a Construction Narrative document for the Secretary of State's Program Utilization & Modernization of the JE Rudder Building, prepared by Carter Design Associates on 26 July 2024. The project involves a comprehensive modernization and renovation of the building, focusing on improving occupant health, comfort, and functionality across multiple systems. Key renovation aspects include updating finishes in toilet rooms, breakrooms, and office areas; replacing skylights; adding a steel canopy at the south basement entry; upgrading elevator systems; implementing new security features; and extensive mechanical, electrical, and plumbing (MEP) upgrades.

The project scope encompasses replacing all six air handling units, adding a Dedicated Outside Air Unit, updating the fire protection system, replacing ductwork and lighting with LED fixtures, and modernizing the building's data and security infrastructure. Specific improvements include new systems furniture, LED lighting throughout, replacement of all fan powered boxes, updated DDC controls, new restroom fixtures, and an upgraded building monitoring system that will report data to the Sam Houston Building. The renovation aims to enhance the building's functionality, energy efficiency, and compliance with current building codes and accessibility standards, while preserving the historic main lobby area.

Replace skylights on roof.

Coordinate with DM work for additional elevator work.

Coordinate with DM work for envelope evaluation and potential window work.

Improve occupant health and comfort

Improve air quality, daylighting with tie into lighting controls, new blinds with controls from bottom up, upgraded break rooms with more appliances, added mother’s room, new furniture, acoustic mitigation at two story space and in cube areas ensure equitable space allocation.

Finishes

1. Assume all concrete columns will be refinished in a manner that looks good, but takes as little dimension as necessary (plaster?)

2. All toilet rooms will receive new flooring walls counters and partitions.

3. All breakrooms will receive new cabinets, quartz counters and stainless steel sinks, TVs and multiple refrigerators minimum 2, 3 where space allows, including additional power and data. All new flooring, ceilings and paint and furniture.

4. All doors will be aluminum frame. Doors into suites, conference rooms and offices to have an 18” - 24” sidelight. (not shown in plans)

5. Add new blinds that pull up from bottom at all exterior windows in occupied areas.

7. Flooring to be carpet in office areas, ceramic tile in breakrooms, toilet rooms and elevator lobbies, and LVP in corridors.

8. Ceilings to 2 x 2 suspended grid with gypsum in elevator lobby and conference rooms. Due to the existing floor to floor heights and concrete beams it is expected that some areas may have areas of exposed ducts with acoustic tiles on underside of deck for sound attenuation re extensive gypsum board furrdowns for changes in ceiling levels to accommodate ducts.

Architecture

1. Re-establish rated shaft construction at all vertical shafts.

2. TAS compliance in toilet rooms, break rooms and public entry, doors, drinking fountains signage and generally throughout except front entry will remain as is due to historic status.

3. Elevators: refit elevator cabs with new finishes, fully fire/smoke seal hoistways and lobbies per code including new overhead or sliding smoke rated door enclosures at elevator lobbies, tie elevator controls into security system, ensure TAS compliance.
