About this file
This Scope of Work document involves the Texas Commission on Environmental Quality (TCEQ) Office of Compliance and Enforcement (OCE) and its sixteen regional offices seeking annual inspection and calibration services for Landtec GEM™ 5000 Landfill Gas Analyzers. The document outlines comprehensive requirements for a service contract to maintain the accuracy and functionality of these gas analysis instruments, with the Performing Party responsible for visual inspections, calibrating system parameters, programming oxygen cells, installing firmware updates, replacing components as needed, diagnosing potential repairs, and providing unique calibration certificates. The service must be completed within 21 days of receiving each analyzer and must adhere to ISO/IEC 17025 standards using QED Environmental System protocols.
The contract includes specific billing and shipping provisions, with the Performing Party required to submit monthly itemized invoices within 15 business days after work completion. Invoices must include details such as Purchase Order identification number, work description, serial number, unit prices, and total costs. Shipping costs must be incorporated into the overall calibration and inspection cost and cannot be invoiced separately. The Performing Party is responsible for return shipping to any of the 16 TCEQ regional offices or headquarters locations within Texas. Repairs will be charged at the labor rate listed on the Price form, with parts charged according to special terms and conditions, and an inspection fee may be charged for analyzers that cannot be calibrated or repaired.
