About this file

This document is a vendor information guide for the Texas Department of Public Safety (DPS) Online Bid Room, detailing the electronic bid submission process for state solicitations. Vendors can submit responses electronically through the DPS Online Bid Room, which is an optional but fully equivalent submission method to other designated submission approaches. The document outlines a two-step registration process for vendors, requiring initial registration at https://texasdps.appianportalsgov.com/vendor-management, with login credentials typically delivered within two business days.

The guide emphasizes critical procedural requirements, including thoroughly reviewing the entire solicitation package, submitting responses by the specified due date and time, and adhering strictly to the identified submission method. Failure to comply with solicitation package requirements may result in bid disqualification. Vendors are advised to allow sufficient time for registration and submission, noting that late solicitation responses will not be accepted. The system provides electronic submission confirmation, and technical difficulties during the optional online submission process do not constitute grounds for contract award protest.
