About this file
This is a Request for Proposal (RFP) document from McAllen Independent School District (MISD) seeking vendors to provide fresh produce for their Child Nutrition Program. The District serves nearly 20,000 students across 31 campuses and seeks respondents to provide fresh fruits and vegetables. The contract term is for one year, with strict requirements for USDA-approved facilities, HACCP plans, and produce inspection reports. Vendors must provide deliveries to 30 campus sites and Central Kitchen before 6:30 AM, with all produce having a minimum 5-day shelf life from delivery date.
Pricing must remain firm for the contract term, though price decreases and discounts favoring the District are acceptable anytime. The District will solicit monthly produce quotes from awarded vendors, with CNP emailing RFQs three weeks prior to expected delivery dates. The evaluation criteria includes purchase price (with relative weights of 98% for state/local criteria and 2% for federal criteria), vendor reputation, quality of goods/services, ability to meet District needs, past relationship with District, and compliance with HUB requirements. Geographic preference may be given to local farmers within 50 miles of McAllen, Texas. The Buy American provision requires using domestic commodities where practical, though exceptions are allowed with proper documentation. Award information will be available within 90 days of opening on the District's website.
