About this file
This is a Questions and Answers document from the Texas Department of Transportation (TxDOT) regarding Solicitation No. 601440000047173 for Rotational Viscometers for the TxDOT Materials and Tests Division (MTD), dated February 14, 2025. The document addresses two vendor questions about equipment specifications, specifically regarding the Visco QC models and spindle requirements. The solicitation seeks rotational viscometers that must meet AASHTO T316 standards for measuring asphalt binder viscosity.
The document clarifies that vendors may bid alternate items to the specified Visco QC 300H model by following instructions in Paragraph 2.01(d) of the TxDOT Terms and Conditions. Additionally, it explains that while specific spindles were listed in Specification Part II Paragraph 2.1, these are examples only, and any equipment with at least three cylindrical spindles sizes that can measure asphalt binders of different viscosities according to AASHTO T316 will meet the requirements.

Question Answer
1. Reference: General
Paragraph #: N/A Question: I noticed the bid mentions the Visco QC 300H. We actually have a more affordable option, the Visco QC 100H, which may be an option.
Refer to the TxDOT Terms and Conditions on the solicitation, Paragraph 2.01(d) for instructions on bidding alternate items.
2. Reference:
Paragraph #:
Question: I saw that three spindles are listed in the bid, but we don’t have a SC4-25 spindle. It’s possible that it was part of an older configuration. Could you help confirm which specific spindles we should include in the quote?
The spindles provided on the Specification Part II Paragraph 2.1 are examples only. As long as the equipment has at least three cylindrical spindles sizes for measurement of asphalt binders of different viscosities as per AASHTO T316, it will meet the specification requirements.
