About this file
This is Amendment No. 2 to Bid No. IW204666 from the Texas Department of Criminal Justice (TDCJ) Contracts and Procurement Department for full body millimeter wave scanner systems. The amendment revises specifications for the security scanners, which must complete 360-degree multi-directional full body scans of stationary individuals within four seconds, operate on 110V-120V power supply with 20 amp maximum load, and fit within dimensions of 95"H x 90"L x 60"W. The systems must be purpose-built for correctional environments, include touchscreen monitors, UPS battery backup, and multiple security access control layers. The bid opening date is February 14, 2025 at 3:00pm. Vendors must provide two in-person training sessions at each site for up to 20 people per session, covering system functionality and image interpretation.
The amendment removes all bond requirements and adds terms specifying that system calibration requirements, warranty, and delivery/installation/training completion time will be factors in award evaluation. Example models provided are the STVS ES3 and Leidos Pro Vision 3. All electrical equipment must be certified by a Nationally Recognized Testing Laboratory accredited by OSHA. Individual facilities will receive and store equipment until installation. The TDCJ requires FCC certification and electrical safety certification but does not require TSA Qualified Products List approval, ADA compliance, or U.S. Department of Homeland Security Safety Act designation. The agency complies with Texas Government Code Chapter 2275 regarding restrictions on contracts with certain foreign-owned companies.

Question
Answer
1 In addition to the footprint measurement, should bidders detail the additional footprint needed to conduct maintenance of the system?
Yes, bidders should include details about the additional footprint needed for maintenance of the Millimeter Wave body scanner.
2 What is the minimum term of the Service Level Agreement (SLA) required for the bid?
One year.
3 How many performance maintenances are to be included in an annual SLA?
If it's related to service and response times, we will be going off the Service Level Agreement (SLA). However, if it's about repairs, replacements, or product defects, we will go off the manufacturer's warranty.
4 The Transportation Security Administration's (TSA) Qualified Products List (QPL) is a list of products that are approved for use in airport security screening. Products on the QPL meet strict performance requirements as far as design, materials, and security features. Would the TDCJ prefer that the millimeter wave scanner to be on the U.S. Department of Homeland Security’s Transportation Security Administration’s Qualified Product List?
The Texas Department of Criminal Justice (TDCJ) does not require the millimeter wave scanner to be on the TSA's QPL.
5 Would the TDCJ prefer that the millimeter wave scanner to have the U.S. Department of Homeland Security’s Safety Act designation providing a level of legal protection for their technology?
This is not required.
6 Is the TDCJ considering ADA compliance as part of the requirement of this tender and prefer the scanner to have a minimum pathway to meet ADA compliance?
No, ADA compliance is not required.
7 Does the TDCJ prefer to be able to access raw images by authorized personnel?
The TDCJ does not require viewing of raw images.
8 FCC certification allows devices to be legally sold in the United States. It ensures devices that emit RF signals operate within specified parameters and don't interfere with other devices and protects consumers from potential harm caused by excessive electromagnetic radiation. Does the TDCJ require an FCC license (certification) for the millimeter wave scanner system?
Yes, an FCC license (certification) is required for the millimeter wave scanner system.
9 Does the TDJC prefer Electrical Safety
Certification of the system by a credited third party?
Yes, the TDCJ require all products to have Electrical Safety Certification from a nationally recognized testing lab, ELT for installation on our facilities.
10 Will the TDCJ consider certifications including FCC, OSHA, Electrical & Environmental Standards, etc. in their selection of a scanner system?
All electrical equipment must be approved and certified, by the Nationally Recognized Testing Laboratory (NRTL) accredited by OSHA in the USA.
11 Will the TDCJ take into consideration the time it takes to setup, install, and commission the system, minimizing potential disruptions to TDCJ facilities and operations?
See Item B on page 1.
12 Does the TDCJ prefer a system with no need for calibration during operation?
The TDCJ does not have a preference, see Item B on page 1.
13 What is the minimum number of remote monitors per system?
See revised Specification Sheet.
14 Does the TDCJ have any restrictions on products manufactured in China?
Refer to Chapter 2275 of Texas Government Code as relating to the prohibition of contracts with certain foreign-owned companies in connection with critical infrastructure in this state.
15 Will the TDCJ only accept systems branded under the original equipment manufacturer?
No, but the original manufacture warranty must be provided.
16 Does the TDCJ have any restrictions on systems that are manufactured by companies that are currently on the Bureau of Industry and Security (BIS), Department of Commerce Export Administration Regulations (EAR) Entity List? The Entity List (Supplement No. 4 to Part 744 of the EAR) identifies entities and addresses for which there is reasonable cause to believe, based on specific and articulable facts, that the entities or parties that are operating at an address that presents a high diversion risk, have been involved, are involved, or pose a significant risk of being or becoming involved in activities contrary to the national security or foreign policy interests of the United States.
The TDCJ complies with all Federal and State restrictions.
17 Does the TDCJ have any restrictions on systems that are manufactured by companies that have been part of the U.S.
Department of Transportation Maritime Administration Advisory on vulnerabilities to maritime port equipment, networks, operating systems, software, and infrastructure?
See answer for question 16.
18 Would the TDCJ be interested a live demonstration of the millimeter wave system?
The TDCJ reserves the right to a live demonstration prior to award.
19 Is the installation plan expected within the delivery plan requirement for bid? (TDCJ T&C > 4. Delivery)
The TDCJ will not consider these items delivered until install and training is completed.
20 Are all deliveries expected to be shipped to the individual locations identified within the bid?
Yes.
20-A If so, will each facility receive and store goods until installation without the Vendor presence?
Each facility would receive and store the goods until installation, typically without the Vendor's presence.
21 Are all deliveries expected to be shipped to a centralized location?
No.
21-A If so, will the TDCJ provide the centralized location?
See answer to question 21.
21-B Will the centralized location be capable of receiving and storing goods until installation without the Vendor presence.
See answer to question 21.
22 Please define the “extension” space to the right of the “Unit Price” in each line item on IFB.
“Unit Price” refers to the cost per item, “Extensions” refers to the total cost of that line which is the “Unit Price” multiplied by the “Quantity.”
23 Is the IFB document, terms and conditions document, and proof of insurance form the only acceptable forms to be submitted or is a full proposal expected?
See TDCJ Terms and Conditions Section 1 and 18. Submittals are required per page 5 of the Invitation to Bid.
