About this file

This appears to be an addendum file for the Texas Department of Criminal Justice (TDCJ) RFP #696-FD-24-P037 for HVAC system efficiency upgrades at the Mark W. Stiles Unit in Beaumont, Texas. The project involves replacing six existing gas-fired, chilled water-cooled indoor air handling units in Building 12's six pods (A-F), including installation of new custom-built air handlers, replacement of chilled water control valves and controls, ductwork repairs, and air balance testing. A non-mandatory site visit is scheduled for January 8, 2025, at 10:30 AM, with proposals due January 29, 2025, at 3:00 PM CST. The contract performance period is 300 days from Notice to Proceed, requiring mobilization within 30 days and work commencement within 45 days of award.

The estimated project budget is $3,745,000 with liquidated damages of $470 per day for delays. The project includes a 21.1% HUB participation goal for building construction contracts, requiring contractors to submit a HUB Subcontracting Plan. Contractors must provide 100% performance and payment bonds within 14 days of award and maintain comprehensive insurance coverage. Prevailing wage rates for Hardin, Jefferson, and Orange counties range from $7.41 to $41.14 per hour depending on trade classification.

Answer 2: The design intent as per Note 2 on drawings MH10, MH11, MH12 is to use the exis ng roof penetra on for the new flue. See Notes 5, 6, and 7 on drawing GG01 informing the Contractor and all trades that not all equipment may be shown and to perform site visits to verify actual field condi ons prior to start of work and prior to developing shop drawing submi als, to ensure that the final bid to

TDCJ is complete and all inclusive. During the Contractor’s ini al field visits and field measurements if a conflict exists that prohibits rou ng the new flue through the exis ng roof opening, the air handler flue connec on arrangement may need to be changed to the opposite side to align with the exis ng roof penetra on. This change shall be made when the Contractor develops their air handler shop drawings to align with actual site condi ons. The design intent is to provide a complete and operable HVAC and electrical installa on for all equipment and appurtenances in this Project.

Answer 4: The 72” unit height includes a 6” base rail. Units are to be knock down / field erected.

Contractor is to coordinate and confirm all unit component sizes with the manufacturer to fit through the exis ng roof opening, approximately 5 x 6 (field verify). See drawing notes and schedule notes.
