About this file
This is an attachment detailing technical requirements from the Texas Workforce Commission (TWC) for RFO #3202500039 seeking Career Exploration Assessment Services. The requirements outline the need for a system capable of providing approximately 1,000 annual career exploration assessments for customers with disabilities. The solution must provide accessible online assessments that can be completed at customers' homes or VRC offices, with the ability to save progress and resume later. The system requires technical support via help desk, email, online chat, and a dedicated accessibility hotline, with consultation response times within 3 business days for VRCs requesting clarification of assessment results.
The system must provide comprehensive reporting capabilities including standard and configurable reports with individual assessments of behavioral traits, motivation, stress behaviors, and occupational interests, delivered within 3 business days of assessment completion. Technical requirements mandate compliance with Texas Administrative Codes (TAC) 1 TAC 206, 1 TAC 213, and WCAG 2.1 AA accessibility standards. The solution must support 24/7 data access, data archiving, automated retention policies, and audit controls. An optional cloud hosting component allows respondents to propose hosting services within the United States, provided TWC obtains temporary exemption from Texas DIR Data Center Services, with requirements for 24/7 support and detailed service level agreements.
