About this file
This is Addendum #2 from the Texas Facilities Commission (TFC) for RFQ #0003687 regarding Commissioning Services for DPS's Williamson County Training Academy. The addendum extends the proposal submission deadline from January 7, 2025, to January 9, 2025, at 3:00 PM, in response to a request due to end-of-year holiday conflicts. The document addresses seven clarifying questions from potential respondents, covering topics such as Building Automation System (BAS) data collection, smart building solutions, Virtual Design & Construction (VDC) requirements, and submission requirements for architectural certifications.
Key clarifications include confirmation that the Commissioning agent will have full coordination access with the DPS facility team for data collection and process optimization. The document confirms that while smart building solutions are likely to be incorporated, specific systems have not yet been determined by the design team and owner. The addendum also clarifies that TBAE Certificate Registration is not required for businesses not submitting for architectural services, and provides detailed explanation of VDC requirements, specifically regarding experience with Virtual Design & Construction aspects and how proposed commissioning software supports federated BIM models.

# QUESTION ANSWER
1.
As a part of Commissioning during construction and through the 12-month warranty period we typically collect Building Automation System (BAS) data and trend the buildings operations continuously through the BAS to find systems that are not functioning properly and/or tune in and optimize the sequences of operations and energy efficiency for the building. Is this a process we can work with the facilities team to coordinate this data collection?
Yes, the Commissioning agent will be able to fully coordinate with the DPS facility team and collect all necessary data for process optimization.
2.
Will there be any Smart building solutions incorporated?
Most likely but the design team and owner have not determined which if any specific systems will be used yet.

3.
Regarding 4) Minimum Qualifications #d. of the RFQ submission requirements, if our business is not submitting for architectural services, is it still required to submit a certification for TBAE Certificate Registration (business entity registration” with the Texas Board of Architectural Examiners).
No, not applicable.
4.
What is TFC's definition of VDC in section C. 5 on page 11?
Virtual Design & Construction Services.
5.
On C) Proposed Methodology #5, Can you please clarify VDC.
Explain your experience with Virtual Design & Construction (VDC) aspects of the Architect Engineer Contractor (AEC) industry. More specifically how your proposed commissioning software supports a federated BIM model, if required.
6.
Pg. 9 of the RFQ (#3 a-d) - A and B looks like they refer to the A/E Questionnaire.
However, C is asking about an additional 5 projects. Where does this information go?
For A (Schedule) and B (Budget), please demonstrate the project’s performance in the context of your commissioning contract, and provide explanation if the project finished late or over-budget. Were commissioning services pertinent to keeping the project on schedule or on-budget, and if so how?
For C, provide other projects that were similar to this one and elaborate on how your experience qualifies you for this project.
7.
Would the TFC consider an extension until 1/9/2025 due to the overlap with end-of-year holidays?
Request to extend to 1/9/2025 is accepted.
Please refer to Addendum Item #1 which extends the submittal due date.
All other aspects of RFQ # 0003687 remain as is.
