About this file

This is Addendum #2 issued by the Texas Department of Agriculture (TDA) for solicitation #5510000418 regarding Rural Health Clinic Program Planning and Technical Assistance. The addendum provides answers to 14 questions submitted by potential respondents and extends the proposal submission deadline to December 30, 2024 at 3:00 PM CT. Key clarifications include that TDA anticipates an RHC technical assistance program based on bidders' expertise and approach, with proposals required to outline detailed technical assistance plans and pricing representing best value. The contract is expected to start as soon as possible per Section II timeline.

The estimated budget for this effort is $1.2 million, with a 26% HUB subcontracting goal that requires demonstration of "Good Faith Effort" but is not a strict requirement. The addendum clarifies that no exceptions, reservations, or limitations to terms and conditions will be considered, and proposals containing such will be disqualified. There is currently no incumbent performing this scope of work. Respondents must submit both Certificate of Existence from Texas Secretary of State and Certificate of Good Standing from Comptroller of Public Accounts, as well as completed VPAT forms for any proposed products prior to award, though VPATs are not required for current TDA products.
